公布《2015年原油非国营贸易进口企业申请条件和申请程序》
根据《中华人民共和国货物进出口管理条例》和我国加入世贸组织的有关承诺，我部制定了《2015年原油非国营贸易进口企业申请条件和申请程序》，现予公布。

2015年原油非国营贸易进口允许量总量、申请条件和申报程序
　　一、总量
2015年原油非国营贸易进口允许量为3760万吨，含830万吨已核准炼能且已使用的企业原油进口数量。
　　二、申请条件
（一）按国家有关规定办理工商注册登记、对外贸易经营者备案登记（或具备有效的进出口经营资格），具有独立法人资格；
（二）注册资本不低于5000万元人民币、银行授信不低于2000万美元；
（三）拥有不低于5万吨的原油水运码头（或每年200万吨换装能力的铁路口岸）的使用权，以及库容不低于20万立方米原油储罐的使用权；
（四）2013-2014年具有原油进口业绩或新经国家产业主管部门核准的使用进口原油的资质；
