| For the purposes of expanding the sales channels of local government bonds (hereinafter referred to as “local bonds”) and enriching the over-the-counter business (hereinafter referred to as “OTC business”) on the national interbank bond market, the following matters on carrying out OTC business for local bonds are hereby announced as follows: | | 为拓宽地方政府债券（以下简称地方债）发售渠道，丰富全国银行间债券市场柜台业务（以下简称柜台业务）品种，现就开展地方债柜台业务有关事宜通知如下： |
| I. Institutions carrying out OTC business (hereinafter referred to as “institutions”) may carry out OTC business of issued local bonds recognized by issuers and newly issued local bonds whose issuance objects include OTC business investors. Institutions shall, when selling local bonds over the counter, comply with the relevant provisions of the Ministry of Finance. | | 一、柜台业务的开办机构（以下简称开办机构）可开办经发行人认可的已发行地方债以及发行对象包括柜台业务投资者的新发行地方债的柜台业务。其中，在开办机构柜台发售地方债时，应遵守财政部的有关规定。 |
| II. Institutions shall give priority to carrying out OTC business of local bonds for investors in the places where issuers of local bonds are located. | | 二、开办机构应当优先向地方债发行人所在地的投资者开展该地方债柜台业务。 |
III. When carrying out OTC business of local bonds issued by private placement, institutions may trade the bonds with the private investors of these bonds on the national interbank bond market.
