| Article 1 These Provisions are developed in order to comprehensively enhance the standardization and facilitation of government services, provide efficient and convenient government services for enterprises and the public (hereinafter referred to as “administrative counterparts”) and optimize the business environment. | | 第一条 为了全面提升政务服务规范化、便利化水平，为企业和群众（以下称行政相对人）提供高效、便捷的政务服务，优化营商环境，制定本规定。 |
| Article 2 The state shall accelerate the building of a national integrated online government service platform (hereinafter referred to as the “integrated online platform”), propel the regulated, standardized and intensive building and interconnection of the government service platforms of all regions and all departments, advance the achievement of the national unified standards for and whole-process online handling of government service items, promote cross-regional, inter-departmental and cross-level data sharing and business collaboration in respect of government services, and impel the online and offline in-depth integration of government services by relying on the integrated online platform. | | 第二条 国家加快建设全国一体化在线政务服务平台（以下简称一体化在线平台），推进各地区、各部门政务服务平台规范化、标准化、集约化建设和互联互通，推动实现政务服务事项全国标准统一、全流程网上办理，促进政务服务跨地区、跨部门、跨层级数据共享和业务协同，并依托一体化在线平台推进政务服务线上线下深度融合。 |
| The integrated online platform is composed of the national government service platform, the government service platforms of the relevant departments of the State Council, and all regional government service platforms. | | 一体化在线平台由国家政务服务平台、国务院有关部门政务服务平台和各地区政务服务平台组成。 |
| Article 3 The General Office of the State Council shall be responsible for taking the lead in pushing forward the building of the national government service platform and promoting the building of the standard and regulation system, security guarantee system and operation management system for the integrated online platform. | | 第三条 国务院办公厅负责牵头推进国家政务服务平台建设，推动建设一体化在线平台标准规范体系、安全保障体系和运营管理体系。 |
| The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government and the relevant departments of the State Council shall take charge of the building, security guarantee and operation management of government service platforms of their respective regions and departments, and effectively connect their platforms with the national government service platform. | | 省、自治区、直辖市人民政府和国务院有关部门负责本地区、本部门政务服务平台建设、安全保障和运营管理，做好与国家政务服务平台对接工作。 |
| Article 4 Government service items shall be included in the integrated online platform for handling as per the steps determined by the State Council, except as otherwise provided for by laws or regulations or that state secrets are involved. | | 第四条 除法律、法规另有规定或者涉及国家秘密等情形外，政务服务事项应当按照国务院确定的步骤，纳入一体化在线平台办理。 |

Article 5 The national government service platform shall, based on natural persons' identity information, corporate entity information and other resources, build a national unified identity authentication system to provide the government service platforms of all regions and all departments with unified identity authentication services, and make it possible for the government services to be accessed in the whole network after one-off identity authentication.
