| Bio-natural gas is a green, low-carbon, clean and renewable natural gas generated by anaerobic fermentation and purification with various organic wastes in urban and rural areas as feedstock, such as crop straws, livestock manure, kitchen wastes, and waste water in the processing of agricultural products. Meanwhile, biogas residue and biogas slurry generated during the anaerobic fermentation process can be used to produce organic fertilizers. Therefore, it is of vital importance for China to develop bio-natural gas. | | 生物天然气是以农作物秸秆、畜禽粪污、餐厨垃圾、农副产品加工废水等各类城乡有机废弃物为原料，经厌氧发酵和净化提纯产生的绿色低碳清洁可再生的天然气，同时厌氧发酵过程中产生的沼渣沼液可生产有机肥。我国发展生物天然气意义重大。 |
| Building a distributed production and consumption system for clean and renewable natural gas, and effectively replacing bulk coal in rural areas: The development of bio-natural gas shall be supported, a distributed production and consumption system for clean and renewable natural gas in which feedstock is locally collected, processed and converted, and bio-natural gas is consumed and used near the processing site shall be established, the supply of natural gas in counties shall be increased, and the replacement of burning coal (particularly bulk coal) in rural areas shall be accelerated to control air pollution, and help win the battle of keeping our sky blue. | | 构建分布式可再生清洁燃气生产消费体系，有效替代农村散煤。发展生物天然气，构建就地收集原料、就地加工转化、就近消费利用的分布式清洁燃气生产消费体系，增加县域天然气气源保障，加快替代燃煤、特别是农村散煤，治理大气污染，助力打赢蓝天保卫战。 |

| Optimizing the supply structure of natural gas, and developing a modern new energy industry: The development of bio-natural gas shall be supported in domestic market as an important supplement of conventional natural gas; it can be conducive to addressing insufficient supply of natural gas, and reducing dependence on imports; and it can also help solve the coal-to-gas issue in rural areas and improve the level of energy security guarantee. The conversion and upgrading of biomass shall be advanced, the use of renewable energies in natural gas domains shall be accelerated, and an emerging industry of developing renewable energies shall be fostered and supported. | | 优化天然气供给结构，发展现代新能源产业。发展生物天然气，立足国内，内生发展，作为常规天然气的重要补充，有利于补齐天然气供需短板，降低进口依存度，助力解决农村煤改气气源问题，提高能源安全保障程度。推进生物质能转型升级，加快可再生能源在燃气领域应用，培育发展可再生能源新兴产业。 |

By 2030, the production of bio-natural gas shall grow in a steady manner. As among the largest in the world, the annual output of bio-natural gas will exceed 20 billion cubic meters, taking up a large share of the total natural gas output.
