| Several Opinions of the State Council on Accelerating the Development of the Assistive Device Industry | | 国务院关于加快发展康复辅助器具产业的若干意见 |

| Assistive devices are products which improve, supplement and replace an individual's functioning, are used for supporting treatment as well as preventing impairments. The assistive device industry is an emerging industry consisting of the business categories of product manufacturing, fitting services, research and development, designing, etc. China is the country with the largest population demanding assistive devices and with the greatest market potentials in the world. Over the recent years, the assistive device industry in China has constantly expanded, there have been increasingly more types of products, the supply ability has been improved, and the service quality has steadily improved. However, there still exist problems such as incomplete industrial system, poor indigenous innovation ability and irregularity of the market order. Currently, the economic development of China enters the phase of new normal, and a new round of global science and technology revolution and industrial change has been increasingly speeding up, bringing new opportunities and challenges to the improvement of core competitiveness of the assistive device industry. Developing the assistive device industry is helpful to guiding and triggering new consumption, fostering and growing new momentum, accelerating the development of new economy and promoting the transformation and upgrade of the economy; and is helpful to vigorously responding to an aging population, satisfying the need of the disabled for rehabilitation services, advancing the construction of a healthy China, and improving people's wellbeing. For purposes of accelerating the development of the assistive device industry, the following opinions are hereby offered. | | 康复辅助器具是改善、补偿、替代人体功能和实施辅助性治疗以及预防残疾的产品。康复辅助器具产业是包括产品制造、配置服务、研发设计等业态门类的新兴产业。我国是世界上康复辅助器具需求人数最多、市场潜力最大的国家。近年来，我国康复辅助器具产业规模持续扩大，产品种类日益丰富，供给能力不断增强，服务质量稳步提升，但仍存在产业体系不健全、自主创新能力不够强、市场秩序不规范等问题。当前，我国经济发展进入新常态，全球新一轮科技革命与产业变革日益加快，给提升康复辅助器具产业核心竞争力带来新的机遇与挑战。发展康复辅助器具产业有利于引导激发新消费、培育壮大新动能、加快发展新经济，推动经济转型升级；有利于积极应对人口老龄化，满足残疾人康复服务需求，推进健康中国建设，增进人民福祉。为加快康复辅助器具产业发展，现提出以下意见。 |
| I. General requirements | | 一、 |
| (1) Guiding thought. We shall comprehensively implement the spirit of the 18th National Congress of the Communist Party of China (CPC), and the Third, Fourth and Fifth Plenary Sessions of the 18th CPC Central Committee, according to the "Four-Pronged Comprehensive Strategy" and the decisions and arrangements of the CPC Central Committee and the State Council, firmly develop the concept of innovative, coordinated, green, open and shared development, with serving the comprehensive development of individuals as orientation, expanding effective supply as objectives and improving indigenous innovation ability as driving force, give full play to the decisive role of the market in allocating resources, maximize the role of government, improve the market mechanism, trigger the market vigor, promote social investment, further give play to the principal role of social resources in the development of the assistive device industry, prompt the leapfrog development of the assistive device industry, and better satisfy the multiple-layer and diversified need of the people. | | （一）指导思想。全面贯彻党的十八大和十八届三中、四中、五中全会精神，按照“四个全面”战略布局和党中央、国务院决策部署，牢固树立创新、协调、绿色、开放、共享的发展理念，以服务于人的全面发展为导向，以扩大有效供给为目标，以增强自主创新能力为动力，充分发挥市场在资源配置中的决定性作用和更好发挥政府作用，完善市场机制，激发市场活力，促进社会投资，进一步发挥社会力量在康复辅助器具产业发展中的主体作用，推动产业跨越式发展，更好地满足人民群众多层次、多样化的需求。 |
| (2) Basic principles. | | （二）基本原则。 |
| Adhering to market orientation and government guidance. The pattern of industrial development shall be followed, demand shall be oriented on and play shall be given to the initiative and creativity of all types of market participants. The guidance and regulation role of planning, policies and standards shall be prioritized and a good market environment shall be created. | | 坚持市场主导、政府引导。遵循产业发展规律，以需求为导向，发挥各类市场主体积极性和创造力。注重规划、政策、标准的引导规范作用，营造良好市场环境。 |
| Adhering to indigenous innovation, openness and cooperation. The government, enterprises, universities, research institutes and users shall be coordinated, the innovation on technology, management, brands and business modes of assistive devices shall be promoted, exchange and cooperation shall be conducted across the globe, and market competitiveness shall be improved. | | 坚持自主创新、开放合作。政产学研用协同，推动康复辅助器具技术、管理、品牌、商业模式创新，着眼全球加强交流合作，提升市场竞争力。 |
| Adhering to a problem-oriented approach and highlighting priorities. The weak part in the development of the assistive device industry shall be aimed at, shortness shall be fixed and difficult problems shall be solved, the allocation of resource factors shall be optimized, effective supply shall be constantly expanded and the transformation and upgrade of the industry shall be promoted. | | 坚持问题导向、突出重点。瞄准制约康复辅助器具产业发展的薄弱环节，补短板、破难题，优化资源要素配置，持续扩大有效供给，促进产业转型升级。 |
| Adhering to overall arrangement, equal consideration and coordinated development. Based on the big picture, the development of the assistive device industry shall be integrated with the development progress of the "Made in China 2025," "Internet plus" and the modern service industry, the combination of business types shall be promoted, and the comprehensive development of industries shall be prompted. | | 坚持统筹兼顾、协调发展。立足全局，将康复辅助器具产业发展融入“中国制造2025”、“互联网＋”、现代服务业发展进程，促进业态融合，推动产业全面发展。 |
| (3) Development goals. In 2020, the indigenous innovation capacity of the assistive device industry will have been significantly improved, the innovation achievements will have been efficiently transformed to real productivity, the innovation talent teams will have grown and thrived, and the innovation drive will have become the advantages in industrial development. The value of the industry will have surpassed 700 billion yuan, an industrial pattern featuring reasonable layout, complete categories and rich products will have been basically formed, a group of well-known independent brands and advantageous industry clusters will have sprung up, and the share of medium and high-end markets will be been significantly raised. The industrial development environment will have been more optimized, the industrial policy system will have been more improved, the market regulatory mechanism will have been more complete, the quality of products and services will have been significantly improved, and a unified and open market environment featuring orderly competition will have been basically formed. | | （三）发展目标。到2020年，康复辅助器具产业自主创新能力明显增强，创新成果向现实生产力高效转化，创新人才队伍发展壮大，创新驱动形成产业发展优势。产业规模突破7000亿元，布局合理、门类齐备、产品丰富的产业格局基本形成，涌现一批知名自主品牌和优势产业集群，中高端市场占有率显著提高。产业发展环境更加优化，产业政策体系更加完善，市场监管机制更加健全，产品质量和服务水平明显改善，统一开放、竞争有序的市场环境基本形成。 |

| (4) Improving indigenous innovation capacity. The innovation-driven development strategy shall be implemented in depth, and the entrepreneurship and innovation among all the people shall be advanced, so as to form comprehensive innovation with talents as root, the market as orientation, capital as support and science and technology as core, and improve the innovation capacity of the key parts and important fields of the assistive device industry. | | （四）增强自主创新能力。深入实施创新驱动发展战略，推进大众创业、万众创新，形成以人才为根本、市场为导向、资本为支撑、科技为核心的全面创新，提高康复辅助器具产业关键环节和重要领域创新能力。 |
| Encouraging innovation talents. Distribution policies oriented on the increase in knowledge value and more vigorous policies on fostering and introducing innovation talents shall be implemented, the ratios of shared profit from the transformation of innovation achievements shall be raised, a mechanism of joint innovation by talents in various disciplines such as biomedicine engineering, clinical medicine, material science, information system and manufacturing science shall be developed, and a group of innovation and startup leading talents and high-level innovation teams shall be fostered. | | 激励创新人才。实施以增加知识价值为导向的分配政策和更加积极的创新人才培养、引进政策，提高创新成果转化收益分享比例，打造生物医学工程、临床医学、材料科学、信息系统学、制造科学等多学科人才聚合创新机制，造就一批创新创业领军人才和高水平创新团队。 |
| Building innovation platforms. The innovation resources of enterprises, scientific research institutions and universities shall be arranged in an overall manner, an assistive device sci-tech innovation platform and a basic common technology research and development platform shall be established, a collaborative innovation mechanism shall be built, and the capability of the research and development of relevant basic theories, basic crafts, basic materials, basic components and basic technology as well as system integration shall be enhanced. All types of research and development institutions shall be supported in undertaking government scientific research programs through open competition. | | 搭建创新平台。统筹企业、科研院所、高等院校等创新资源，搭建康复辅助器具科技创新平台和基础共性技术研发平台，建立协同创新机制，加强相关基础理论、基础工艺、基础材料、基础元器件、基础技术研发和系统集成能力。支持各类研发机构通过公开竞争方式承接政府科研项目。 |
| Prompting transformation of achievements. With the "Internet plus technology market" as core, existing online technology trading platforms shall be made full use of, and the online and offline trading of the sci-tech achievements in assistive devices shall be promoted. Depending on entities with advantages in the research, development, manufacturing and application of assistive devices, the startup incubation and the demonstration of entrepreneurship and innovation among all the people in the assistive device industry shall be conducted. Industry organizations shall be supported in conducting industrial innovation selection activities, and promoting innovative assistive device catalog and information on sci-tech achievements and the transformation thereof. | (5) Promoting industrial optimization and upgrade. The spatial distribution of the industry shall be optimized, the whole quality of the industrial development and value added of products shall be significantly improved or raised, and the assistive device industry shall be prompted in advancing to the medium and high end. | | （五）促进产业优化升级。优化产业空间布局，显著提升产业发展整体素质和产品附加值，推动康复辅助器具产业向中高端迈进。 |
Optimizing the spatial distribution of the industry. Depending on advantages in industrial cluster and in funds, technology, talents, etc. in regions such as Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Hebei, a group of exemplary assistive device industrial parks and manufacturing bases shall be constructed, internationally advanced research and development centers and headquarters bases shall be built, and the assistive device industry with strong regional characteristics, high value added and low resource consumption shall be developed. The central and western China shall be supported in, based on the resource and environment bearing capacity, adopting measures suitable for local conditions and developing the labor intensive assistive device industry.
