| Article 1 These Provisions are formulated for the purposes of determining the specific scope and threshold of construction projects for which bid invitation must be conducted and standardizing bid invitation and bidding behaviors in accordance with the provisions of Article 3 of the Law of the People's Republic of China on Bid Invitation and Bidding. | | 第一条 为了确定必须进行招标的工程建设项目的具体范围和规模标准，规范招标投标活动，根据《中华人民共和国招标投标法》第三条的规定，制定本规定。 |

| Article 2 The scope of infrastructure projects involving social public interests and public safety shall cover: | | 第二条 关系社会公共利益、公众安全的基础设施项目的范围包括： |
| |
|
| (1) energy projects of coal, oil, natural gas, electricity and new energy sources; | | （一）煤炭、石油、天然气、电力、新能源等能源项目； |
| |
|
| (2) communication projects of railways, roads, pipelines, water transport, aviation, and other communication and transportation projects; | | （二）铁路、公路、管道、水运、航空以及其他交通运输业等交通运输项目； |
| |
|
| (3) post and telecommunication projects of postal service, telecommunication hubs, letter correspondence and information networks; | | （三）邮政、电信枢纽、通信、信息网络等邮电通讯项目； |
| |
|
| (4) projects of flood control, irritation, waterlogged areas draining, water drawing (supplying), beach harnessing, water and soil conservation and water control; | | （四）防洪、灌溉、排涝、引（供）水、滩涂治理、水土保持、水利枢纽等水利项目； |
| |
|
| (5) municipal facilities projects of roads, bridges, metro and light-track communication, polluted water draining and disposal, garbage disposal, underground pipelines and public parking areas; | | （五）道路、桥梁、地铁和轻轨交通、污水排放及处理、垃圾处理、地下管道、公共停车场等城市设施项目； |

| (6) projects of ecological environment protection; and | | （六）生态环境保护项目； |
| |
|
| (7) other infrastructure projects. | | （七）其他基础设施项目。 |
