The Interim Provisions Regarding Financial Management of Non-trade and Non-profit Foreign Exchange, which were approved by the State Council on March 24, 1994, are hereby issued, and shall come into force as of April 1, 1994. | |
《非贸易非经营性外汇财务管理暂行规定》已于一九九四年三月二十四日经国务院批准，现予发布。自一九九四年四月一日起施行。 |

| Article 1 These Provisions are formulated in order to improve the financial management of non-trade and non-profit foreign exchange within the financial budget. | | 第一条 为加强财政预算内非贸易非经营性购汇的财务管理，特制定本规定。 |
| |

| Article 2 Non-trade and non-profit foreign exchange to be used by government organs, institutions and public organizations within the financial budget shall be controlled by RMB budget quota for purchasing foreign exchange. | | 第二条 财政预算内的机关、事业单位和社会团体的非贸易非经营性用汇，实行人民币预算限额控制购汇。 |

| Article 3 The RMB quota for purchasing foreign exchange shall be checked and determined by the departments of finance. The Bank of China (hereinafter including all its branches) shall, on the basis of the RMB quotas for purchasing foreign exchange which is checked and determined by the departments of finance, open a foreign exchange account for the unit using foreign exchange and supervise the implementation thereof. At the end of a year, the balance on the account shall be annulled automatically by the Bank of China. | | 第三条 购汇人民币限额由财政部门统一核定，中国银行（含其分支机构，下同）根据财政部门核定的购汇人民币限额为用汇单位建帐立户并监督执行，年终帐户余额由银行自动注销。 |

| Article 4 The non-trade and non-profit foreign exchange incorporated in the financial budget shall include the following: | | 第四条 纳入财政预算的非贸易非经营性用汇项目包括： |

| (1) Foreign exchange used by persons going abroad for purposes of studying or advanced training at the expense of the State; | | （一）公费出国留学、进修人员用汇； |

(2) Foreign exchange used for payment of membership dues, shares and funds to international organizations;
