| Article 1 These provisions are developed in accordance with the Decision of the CPC Central Committee on Deepening the Reform of the Party and State Institutions as adopted at the Third Plenary Session of the 19th CPC Central Committee, the Plan for Deepening the Institutional Reform of the Party and State, and the State Council Institutional Reform Proposal approved at the First Session of the Thirteenth National People's Congress. | | 第一条 根据党的十九届三中全会审议通过的《中共中央关于深化党和国家机构改革的决定》、《深化党和国家机构改革方案》和第十三届全国人民代表大会第一次会议批准的《国务院机构改革方案 |
| Article 2 The National Radio and Television Administration is a ministerial institution directly under the State Council. | | 第二条 国家广播电视总局是国务院直属机构，为正部级。 |
| Article 3 The main responsibilities of the National Radio and Television Administration are as follows: | | 第三条 国家广播电视总局的主要职责是： |
| (1) To implement the Party's publicity guidelines and policies; to formulate policies and measures for the administration of radio, television and Internet audio-visual programs; to strengthen the administration of radio and television positions; and to grasp the correct guidance of public opinion and creation. | | （一）贯彻党的宣传方针政策，拟订广播电视、网络视听节目服务管理的政策措施，加强广播电视阵地管理，把握正确的舆论导向和创作导向。 |
| (2) To draft laws and regulations on the administration of radio, television and network audio-visual program services; to formulate departmental bylaws and industry standards and organize the implementation and supervision and inspection thereof; and to guide and promote the institutional reform in radio and television field. | | （二）负责起草广播电视、网络视听节目服务管理的法律法规草案，制定部门规章、行业标准并组织实施和监督检查，指导、推进广播电视领域的体制机制改革。 |
| (3) To formulate policies and plans for the development of radio and television; to organize the implementation of major public welfare projects and public welfare activities for public services; to guide and supervise the construction of key infrastructure for radio and television; and to assist former revolutionary base areas, areas inhabited by ethnic groups, remote and border areas and poverty-stricken areas in construction and development of radio and television. | | （三）负责制定广播电视领域事业发展政策和规划，组织实施公共服务重大公益工程和公益活动，指导、监督广播电视重点基础设施建设，扶助老少边贫地区广播电视建设和发展。 |
| (4) To guide, coordinate and promote industry development in radio and television field; to formulate development plans and industry policies and organize the implementation thereof. | | （四）指导、协调、推动广播电视领域产业发展，制定发展规划、产业政策并组织实施。 |
| (5) To conduct business guidance and industry supervision of various radio and television institutions; to administer network audio-visual program service institutions in conjunction with related departments. To implement administrative licensing established in accordance with the law; and to organize the investigation into and dealing with gross violation of laws and regulations. | | （五）负责对各类广播电视机构进行业务指导和行业监管，会同有关部门对网络视听节目服务机构进行管理。实施依法设定的行政许可，组织查处重大违法违规行为。 |
| (6) To guide the development of TV series industry and the creation and production of TV series. To supervise and administer the content and quality of radio and television programs and network audio-visual programs. To guide and supervise the broadcasting of radio and television advertisements. | | （六）指导电视剧行业发展和电视剧创作生产。监督管理、审查广播电视节目、网络视听节目的内容和质量。指导、监管广播电视广告播放。 |
| (7) To guide and coordinate major national publicity activities of radio and television, and guide the evaluation of radio and television programs. | | （七）指导、协调广播电视全国性重大宣传活动，指导实施广播电视节目评价工作。 |
| (8) To promote the fusion of radio and television and new media, new technologies and new businesses; to advance the integration of telecom, radio and TV, and Internet networks. | | （八）负责推进广播电视与新媒体新技术新业态融合发展，推进广电网与电信网、互联网三网融合。 |
(9) To organize the formulation of plans, policies and technical standards for developing radio and television technologies, and organize their implementation, supervision and inspection. To supervise, guide and advance the transmission coverage, monitoring and safe broadcasting of radio and television programs; to guide and promote the construction of the national emergency broadcasting system. To guide and coordinate the safety and security of the radio and TV system.
