People's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; and Xinjiang Production and Construction Corps: 各省、自治区、直辖市人民政府,新疆生产建设兵团:
Online education is a new method of education that enables interaction between teaching and learning by using modern information technology such as the Internet and artificial intelligence and is an integral part of educational services. The development of online education is favorable to the building of a networked, digitalized, personalized, and lifelong education system and to the building of a learning society where everyone learns and may learn anywhere, anytime. For the purposes of promoting the sound, well-regulated, and orderly development of online education, the following opinions are hereby offered with the approval of the State Council. 在线教育是运用互联网、人工智能等现代信息技术进行教与学互动的新型教育方式,是教育服务的重要组成部分。发展在线教育,有利于构建网络化、数字化、个性化、终身化的教育体系,有利于建设“人人皆学、处处能学、时时可学”的学习型社会。为促进在线教育健康、规范、有序发展,经国务院同意,现提出以下意见。
I. General requirements   一、总体要求
1. Guiding ideology (一)指导思想
Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be adhered to as the guidance, the Party's education policy shall be comprehensively implemented, the fundamental tasks of cultivating virtues and educating people shall be implemented, the laws of educational development shall be followed, and modern information technology shall be fully used to provide online education services, increase the effective supply of education resources, innovate the organizational forms of education, enrich modern learning methods, accelerate the building of a learning society, and strive to shape socialist builders and successors with all-around development of moral, intellectual, physical, aesthetics, and labor education. 坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻党的教育方针,落实立德树人根本任务,遵循教育发展规律,充分运用现代信息技术手段,提供在线教育服务,增加教育资源有效供给,创新教育组织形态,丰富现代学习方式,加快建设学习型社会,努力培养德智体美劳全面发展的社会主义建设者和接班人。
2. Basic principles (二)基本原则
Adhering to an approach oriented to cultivation of people. Oriented to the furtherance of people's all-round development, by the laws of education and the laws of physical and mental development of educatees, the promotion of the application of new-generation information and communication technology in the education field shall be accelerated, the training of a workforce shall be supported with technological progress, and the all-round cultivation of whole people in the entire process shall be achieved. 坚持育人为本。以促进人的全面发展为导向,遵循教育规律和受教育者身心发展规律,加速推广新一代信息通信技术在教育领域的应用,以技术进步支撑人才培养,实现全员全过程全方位育人。
Adhering to reform and innovation. New demand for education shall be accurately grasped and met, the jointly built, shared, open, and flexible mode of online education shall be improved, the manners of supplying education services shall be transformed, and difficulties and bottlenecks which the traditional mode of education is unable to efficiently solve shall be addressed, so as to create new space for educational development. 坚持改革创新。精准把握和对接教育新需求,完善共建共享、开放灵活的在线教育模式,变革教育服务供给方式,解决教育传统模式难以有效处理的难点堵点问题,拓展教育发展新空间。
Adhering to integration and connection: The deep integration of science and technology with education shall be accelerated, the positive interaction between online education and offline education and the organic connection between school education and after-school education shall be promoted, new forms of education services shall be nurtured, and the capabilities of education to serve economic and social development shall be comprehensively improved. 坚持融合融通。加快科技与教育深度融合,推动线上教育与线下教育良性互动、校内教育与校外教育有机衔接,培育教育服务新业态,全面提升教育服务经济社会发展能力。
Adhering to multi-party governance: Interdepartmental coordinated regulation shall be strengthened, a holistic approach shall be adopted to take into account security and development, and fiscal, financial, intellectual property protection, and other policies shall be comprehensively employed to promote the shaping of an online education governance pattern in which the government provides guidance, institutions have autonomy, industry self-regulation is conducted, and society performs supervision. 坚持多元治理。加强部门协同监管,统筹兼顾安全与发展,综合运用财政、金融、知识产权保护等政策,推动形成政府引导、机构自治、行业自律、社会监督的在线教育治理格局。
3. Development goals. (三)发展目标
By 2020, the level of infrastructure construction for online education will have been greatly improved, modern information technologies such as the Internet, big data, and artificial intelligence will have been more widely applied in education, resources and services will have been more abundant, and the mode of online education will have been more perfect. 到2020年,在线教育的基础设施建设水平大幅提升,互联网、大数据、人工智能等现代信息技术在教育领域的应用更加广泛,资源和服务更加丰富,在线教育模式更加完善。
By 2022, the deep integration of modern information technology with education will have been achieved, the quality of online education will continue to improve, the system of standards for resources and services will have been fully established, the development environment will have been significantly improved, the governance system will have been more perfect, a networked, digitalized, personalized, and lifelong education system will have been basically built, and important progress will have been made in the building of a learning society. 到2022年,现代信息技术与教育实现深度融合,在线教育质量不断提升,资源和服务标准体系全面建立,发展环境明显改善,治理体系更加健全,网络化、数字化、个性化、终身化的教育体系初步构建,学习型社会建设取得重要进展。
II. Increasing the supply of quality resources   二、扩大优质资源供给
4. Meeting diverse demand for education. Social forces shall be encouraged to establish online education institutions, develop online education resources, and provide quality education services. Internet companies and online education institutions shall be supported in cooperating in depth, and big data analysis, cloud computing, and other means shall be comprehensively used to fully explore emerging education demand, vigorously develop intelligent and interactive modes of online education, and enhance experience of online education. To meet the education demand of different groups including veterans, new professional farmers, and migrant workers, curriculum packages, course kits, and resource kits shall be researched and developed, and a group of general courses, five-minute courses, all-media digital textbook-based courses, “agriculture, rural areas and farmers”-featured courses, and other jointly developed and shared thematic courses shall be developed, so as to improve the accuracy of education supply. (The Ministry of Education shall be responsible) (四)满足多样化教育需求。鼓励社会力量举办在线教育机构,开发在线教育资源,提供优质教育服务。支持互联网企业与在线教育机构深度合作,综合运用大数据分析、云计算等手段,充分挖掘新兴教育需求,大力发展智能化、交互式在线教育模式,增强在线教育体验感。针对退役军人、新型职业农民、农民工等不同群体的教育需求,研发课程包、课件包和资源包,建设一批通识课程、五分钟课程、全媒体数字教材课程、“三农”特色课程等专项共建共享课程,提高教育供给精准度。(教育部负责)
5. Promoting the connection between online education and offline education. Schools shall be encouraged to increase efforts to research and develop and share online education resources and expand the coverage of teaching resources such as elite teachers' online classes from famous schools, through the national public service system for digital education resources. Schools shall be supported in researching the development of specific methods to incorporate qualified online courses into the education and teaching system. Higher education institutions shall guarantee that the quality of online courses included in higher education is not lower than their original face-to-face courses. The building of “three-sphere accessibility and two-sphere platforms” (to wit, “the accessibility of the broadband network to each school, the accessibility of quality resources to each class, and the accessibility of online learning space to everyone,” public service platforms for education resources, and public service platforms for education management) shall be advanced in depth, so as to promote information technology and intelligent technology in integrating into the whole process of education and teaching. By optimizing the structure and holistically using existing resources, by 2022, 10,000 primary and secondary school principals, 20,000 primary and secondary school teachers, 3,000 vocational college principals, and 6,000 vocational college teachers will have been trained, through training exclusively in “the accessibility of online learning space to everyone,” to achieve the coverage of informationized teaching and learning applications among all teachers and students.  (五)推动线上线下教育融通。鼓励学校通过国家数字教育资源公共服务体系,加大在线教育资源研发和共享力度,扩大名校名师网络课堂等教学资源的辐射面。支持学校研究制定具体办法,将符合条件的在线课程纳入教育教学体系。高校应保证纳入高等学历教育的在线课程质量不低于本校原有的面授课程。深入推进“三通两平台”(即“宽带网络校校通、优质资源班班通、网络学习空间人人通”,教育资源公共服务平台、教育管理公共服务平台)建设,推动信息技术和智能技术融入教育教学全过程。优化结构,统筹利用现有资源,通过“网络学习空间人人通”专项培训,到2022年,培训10000名中小学校长、20000名中小学教师、3000名职业院校校长、6000名职业院校教师,实现信息化教与学应用覆盖全体师生。(教育部负责)
