Departments (bureaus and commissions) of transport, development and reform, finance, natural resources, ecology and environment, emergency management, and market regulation of all provinces, autonomous regions and municipalities directly under the Central Government; Guangdong Branch of the General Administration of Customs (“GACC”) and all Customs offices directly under the GACC; all entities of China State Railway Group; and China COSCO Shipping Corporation Limited, China Merchants Group, and China Communications Construction Company Limited: 各省、自治区、直辖市交通运输、发展改革、财政、自然资源、生态环境、应急管理、市场监管厅(局、委),海关总署广东分署、各直属海关,国家铁路集团所属各单位,中国远洋海运集团、招商局集团、中国交通建设集团:
As comprehensive transport hubs, ports are strategic resources and an important support for economic and social development. For the purposes of implementing Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era and the spirit of the important instructions of General Secretary Xi Jinping on the development of ports in an in-depth manner, implementing the Program of Building National Strength in Transportation, and accelerating the construction of world-class ports, the following guiding opinions are hereby offered. 港口是综合交通运输枢纽,也是经济社会发展的战略资源和重要支撑。为深入贯彻习近平新时代中国特色社会主义思想和习近平总书记关于港口发展的重要指示精神,贯彻落实《交通强国建设纲要》,加快世界一流港口建设,现提出如下指导意见。
I. Overall requirements   一、总体要求
Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be regarded as the guidance, the spirit of the 19th CPC National Congress, the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee shall be comprehensively implemented, the new development concept shall be implemented in an in-depth manner, high-quality development shall be regarded as the theme, supply-side structural reform shall be the main line, the construction of a transport power shall be the guiding thought, market orientation, government guidance, target orientation, reform and innovation, overall promotion and key breakthroughs, and adjusting measures and offering classified guidance according to the conditions of ports shall be insisted on, joint efforts shall be made for promoting cost reduction and efficiency improvement, promoting green, intelligent and safe development, advancing land-sea transport linkage, river-lake-sea transport interaction and port-industry-city integration, and effectively building, managing and developing ports, first-class facilities, first-class technologies, first-class management and first-class services shall be offered, the role of ports as comprehensive hubs shall be strengthened, the level of high-quality development of ports shall be improved in an overall manner, safe, convenient, intelligent, green, economic, efficient and effectively supported world-class ports shall be built by focusing on hub ports, the public and major national strategies shall be more effectively served, important support shall be provided for the construction of a socialist modernized power, and a new chapter for the construction of ports of a transport power shall be developed. 以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中、四中全会精神,深入贯彻新发展理念,以高质量发展为主题,以供给侧结构性改革为主线,以交通强国建设为统领,坚持市场主导、政府引导,坚持目标导向、改革创新,坚持整体推进、重点突破,坚持因港制宜、分类指导,着力促进降本增效,着力促进绿色、智慧、安全发展,着力推进陆海联动、江河海互动、港产城融合,着力把港口建设好、管理好、发展好,打造一流设施、一流技术、一流管理、一流服务,强化港口的综合枢纽作用,整体提升港口高质量发展水平,以枢纽港为重点,建设安全便捷、智慧绿色、经济高效、支撑有力、世界先进的世界一流港口,更好服务人民群众、服务国家重大战略,为社会主义现代化强国建设提供重要支撑,谱写交通强国建设港口篇章。
By 2025, important progress shall be made in the construction of world-class ports, major breakthroughs shall be achieved in the green, intelligent and safe development of major ports, and the professional and large-scale level of regional important ports and general ports shall be significantly improved. By 2035, the overall development level of ports across the country shall be enhanced, main ports shall reach the world-class level in an overall manner, and several hub ports shall be built into world-class ports so as to lead the green and intelligent development of global ports. By 2050, world-class ports shall be comprehensively built, several world-class port clusters shall be formed, and the development level shall reach the advanced level in the world. 到2025年,世界一流港口建设取得重要进展,主要港口绿色、智慧、安全发展实现重大突破,地区性重要港口和一般港口专业化、规模化水平明显提升。到2035年,全国港口发展水平整体跃升,主要港口总体达到世界一流水平,若干个枢纽港口建成世界一流港口,引领全球港口绿色发展、智慧发展。到2050年,全面建成世界一流港口,形成若干个世界级港口群,发展水平位居世界前列。
II. Major tasks   二、重点任务
1. Making joint efforts to improve the comprehensive service capacity of ports (一)着力提升港口综合服务能力。
(1) Optimizing the supply system in a systematic manner. Joint efforts shall be made to optimize the supply layout, the spatial resources shall be saved and intensively used, the layout and planning of ports shall be optimized, the rational division of labor and dislocation development of ports shall be advanced, and key cargo transport systems shall be optimized. The development of new port areas and the relocation of old port areas shall be planned in an overall manner, and the centralized layout and contiguous development of docks in new port areas shall be directed. High-quality incremental supply shall be expanded, technologies for intelligent construction of ports shall be innovated, and the project quality shall be enhanced. The existing resources shall be optimized, attaching equal importance to the technological upgrading and renovation of newly constructed and existing docks shall be insisted on, attaching equal importance to construction, management and maintenance shall be adhered to, monitoring and control, health diagnosis and routine maintenance shall be strengthened, the service life and durability of port facilities shall be improved. 1.系统优化供给体系。着力优化供给布局,节约集约利用空间资源,优化港口布局规划,促进港口间合理分工、错位发展,优化重点货类运输系统。统筹新港区开发与老港区搬迁,引导新建港区码头集中布置、连片开发。扩大优质增量供给,开展港口智能建造技术创新,提升工程质量品质。优化存量资源,坚持新建与既有码头技术升级改造并重,坚持建设、管理和养护并重,强化监测监控、健康诊断与日常维护,提高港口设施使用年限和耐久可靠性。
(2) Improving the comprehensive service functions of ports. The main business of cargo loading and storage of ports shall be further optimized, and the vessel supply and service guarantee system of ports shall be improved. Cold chain, automobile, chemical and other professional logistics shall be vigorously developed, transit, distribution, circulation, processing and other value-added services shall be enhanced, and the logistics industry chain of ports shall be extended. Port and shipping information, trading, finance, insurance and other modern service industries shall be actively developed, international cargo transit consolidating containers and other business shall be attracted, the capacity and level of shipping services shall be enhanced, and the construction of world-class international shipping centers shall be supported. The cruise ship port layout with home port for cruise ships as the guidance, ports of departure of cruise ships as the main body, and visit ports as the supplement shall be improved, comprehensive service functions of cruise ships and other passenger docks shall be improved, the industry chain of cruise ships shall be expanded, the waiting environment for passengers and the conditions of mainland-island passenger docks shall be enhanced, the connection with urban public transport and other means of transport shall be strengthened, and passengers' experience and satisfaction shall be improved. 2.提升港口综合服务功能。进一步优化港口装卸存储主业,完善港口船舶供应和服务保障体系。大力发展冷链、汽车、化工等专业物流,增强中转配送、流通加工等增值服务,延伸港口物流产业链。积极发展港航信息、商贸、金融保险等现代服务业,吸引国际货物中转、集拼等业务,提升航运服务能级,支撑世界一流的国际航运中心建设。完善以邮轮母港为引领、邮轮始发港为主体、访问港为补充的邮轮港口布局,提升邮轮等客运码头综合服务功能,拓展邮轮产业链,改善旅客候船环境和陆岛客运码头条件,加强与城市公交和其他运输方式衔接,提升旅客体验和满意度。
(3) Making up the weakness by focusing on multimodal transport. The collection and distribution system for ports shall be improved, the effective connection between different transport modes shall be promoted, the “last mile” problem of railway to ports shall be resolved as a priority, and port-entering railways shall be concurrently planned and constructed for new containers and dry bulk commodities operation areas of important port areas in principle. By focusing on railway-waterway transshipment, river-sea transshipment and river-sea direct transport, multimodal transport with ports as the hubs and the “single document system” as the core shall be vigorously developed. The construction of professional and large-scale inland river port areas shall be accelerated, and the construction of relevant port areas with new passageways to the sea, as supporting docks for LNG receiving stations, and river-sea transshipment docks, among others, shall be actively promoted. The facilities of passenger docks shall be improved, and inland river cruise docks shall be constructed and transformed in an orderly manner. The construction of deep-water entrance navigation channels and anchorage grounds shall be strengthened. By 2025, railway entering rate of containers and dry bulk commodities in important port areas shall reach over 60%, and collection and distribution of bulk cargoes, such as ore and coal, shall be prioritized for conduction by means of railway or waterway. By 2035, important port areas shall basically achieve full coverage of railway to ports and the proportion of railway-waterway transshipment of containers at ports shall be significantly increased. 3.以多式联运为重点补齐短板。健全港口集疏运体系,促进不同运输方式间有效衔接,重点解决铁路进港“最后一公里”问题,重要港区新建集装箱、大宗干散货作业区原则上同步规划建设进港铁路。以铁水联运、江海联运、江海直达等为重点,大力发展以港口为枢纽、“一单制”为核心的多式联运。加快专业化、规模化内河港区建设,积极推进新出海通道相关港区建设和LNG接收站配套码头、江海联运码头等建设。完善客运码头设施,有序建设改造内河游轮码头。加强进港深水航道和锚地建设。到2025年,集装箱、干散货重要港区铁路进港率达到60%以上,矿石、煤炭等大宗货物主要由铁路或水路集疏运;到2035年,重要港区基本实现铁路进港全覆盖,港口集装箱铁水联运比例显著提升。
2. Accelerating the construction of green ports (二)加快绿色港口建设。
(4) Making joint efforts to strengthen prevention and control of pollution. The tough battle of prevention and control of port and ship pollution shall be advanced, and special actions of upgrading the existing environmental protection facilities of docks and regulating operation of ports shall be carried out. The people's governments at the municipal and county levels shall be urged to plan and construct facilities for receiving, transferring and handling ship pollutants at ports in an overall manner, and strengthen classified administration, and effective handling and utilization. The pollution control mode shall be optimized, the planning, construction and comprehensive utilization of environmental protection facilities in newly constructed port areas shall be promoted concurrently, and an emission control model dominated by centralized receipt and transfer of pollutants from inland ships and “onboard storage and onshore handling” for small ships shall be gradually promoted. The standards and rules on environmental protection shall be improved, the dust prevention and control measures for bulk cargo operation shall be strengthened, and oil and gas recovery at crude oil and oil product loading docks shall be promoted. Joint regulation rules on the transfer of hazardous wastes and water pollutants from ships shall be strictly implemented, and the electronic management and sharing of documents by multiple departments shall be accelerated. In 2025, a port and ship pollution prevention and control system characterized by complete facilities, sound regulations and effective operation shall be initially formed. By 2035, the port and ship pollution prevention and control level shall be internationally advanced.

 4.着力强化污染防治。推进港口和船舶污染防治攻坚,开展既有码头环保设施升级改造及港口规范作业专项行动。推动市县人民政府依法统筹规划建设港口船舶污染物接收、转运、处置设施,加强分类管理、有效处置和利用。优化污染治理模式,新建港区同步推进环保设施的规划建设和综合利用,逐步推行内河船舶污染物集中接收转运、小型船舶“船上储存交岸处置”为主的排放治理模式。健全环保标准制度,强化散货作业防尘抑尘措施,推进原油、成品油装船码头油气回收。严格实施危险废物、船舶水污染物转移联合监管制度,加快单证电子化管理和多部门共享。2025年初步形成设施齐备、制度健全、运行有效的港口和船舶污染防治体系;2035年港口和船舶污染防治水平居于世界前列。
