| Chapter I General Provisions | | 第一章 总 则 |
| Article 1 These Measures are developed for the purposes of regulating the use and strengthening the administration of foreign aid signs. | | 第一条 为规范对外援助标识（以下简称援外标识）使用，加强援外标识管理，制定本办法。 |
| Article 2 Foreign aid signs are signs of external assistance provided by the government of the People's Republic of China. | | 第二条 援外标识是中华人民共和国政府对外提供援助的标志。 |
| Article 3 For the purposes of these Measures, “users of foreign aid signs” means citizens, legal persons and other organizations undertaking foreign aid projects using foreign aid funds of the Chinese government, as well as citizens, legal persons and other organizations approved to use foreign aid signs. | | 第三条 本办法所称的援外标识使用人是指使用中国政府对外援助资金承担对外援助项目的公民、法人和其他组织，以及经同意可以使用援外标识的公民、法人和其他组织。 |
| Article 4 The China International Development Cooperation Agency (hereinafter referred to as the “CIDCA”) shall be responsible for the administration and supervision of the use of foreign aid signs. | | 第四条 国家国际发展合作署（以下简称国际发展合作署）负责管理和监督援外标识的使用。 |
| Foreign aid execution departments shall be responsible for organizing the use of foreign aid signs according to their respective functions and the provisions of these Measures. | | 援外执行部门依据各自职能和本办法规定负责组织援外标识使用。 |
| Chinese embassies and consulates stationed abroad shall assist in handling the affairs relating to foreign aid signs and conduct supervision and inspection of the use of foreign aid signs. | | 驻外使领馆协助办理与援外标识有关事务，对援外标识使用情况进行监督和检查。 |
| Article 5 Foreign aid signs may be used with the design of the national flag of the People's Republic of China as required. The printing and use of national flag design shall comply with the National Flag Law of the People's Republic of China. | | 第五条 援外标识可以根据需要与中华人民共和国国旗图案一同使用。国旗图案的印制和使用应当遵守《中华人民共和国国旗法》。 |
| Chapter II Scope of Use of Foreign Aid Signs | | 第二章 援外标识的使用范围 |
| Article 6 The user of a foreign aid sign shall use the sign under any of the following circumstances: | | 第六条 在下列情形下，援外标识使用人应当使用援外标识： |
| (1) The main building, large mechanical equipment, commencement and completion ceremony, site of the project team and construction site of a complete foreign aid project. | | （一）援外成套项目的主体建筑、大型机械设备、开竣工仪式、项目组驻地和项目工地； |
| (2) Materials provided for a foreign aid material project and their packages. | | （二）援外物资项目提供的物资及其包装； |
| (3) Site of a foreign technical assistance project team. | | （三）对外技术援助项目组驻地； |
| (4) Activities on cooperation in foreign aid human resource development, volunteers' services, and other projects. | | （四）援外人力资源开发合作、志愿者服务等项目的有关活动； |
| (5) Medical equipment and medical activities of a foreign aid medical team. | | （五）援外医疗队医疗设备和医疗活动； |
| (6) The use is agreed upon in the South-South cooperation assistance fund project cooperation agreement. | | （六）南南合作援助基金项目合作协议约定使用的情形； |
| (7) The use is provided for in the intergovernmental agreement on a project of preferential loans for foreign aid. | | （七）援外优惠贷款项目政府间协议规定使用的情形； |
| (8) Documents and materials relating to a foreign aid project, clothes and accessories of foreign aid personnel, and means of transportation used by the personnel. | | （八）援外项目相关文件和资料，援外人员的工作服装、佩饰和交通工具； |
| (9) Foreign aid activities held with the consent of the CIDCA. | | （九）经国际发展合作署同意举办的援外活动； |
| (10) Foreign aid journals or other prints and audiovisual recordings printed or published with the consent of the CIDCA. | | （十）经国际发展合作署同意印制或出版的援外刊物或其他印刷品和音像制品； |
| (11) Any other circumstance where the CIDCA deems it necessary to use the foreign aid sign. | | （十一）国际发展合作署认为应当使用援外标识的其他情形。 |
| Under any particular circumstance where a foreign aid sign cannot be used according to paragraph 1 of this Article, the use of the foreign aid sign is not required with the consent of the CIDCA. | | 特殊情形下无法按照本条第一款使用援外标识的，经国际发展合作署同意，可以不使用援外标识。 |
| Article 7 With the consent of the CIDCA, a citizen, legal person or any other organization may use a foreign aid sign in the relevant foreign aid project and foreign aid activities. | | 第七条 经国际发展合作署同意，公民、法人或其他组织可以在相关援外项目及援外活动中使用援外标识。 |
| Article 8 A foreign aid sign shall not be used for any purpose irrelevant to foreign aid. | | 第八条 援外标识不得用于与对外援助无关的用途。 |
| Chapter III Production and Installation of Foreign Aid Signs | | 第三章 援外标识的制作和安装 |
| Article 9 A separate announcement on an explanation on the design and production of foreign aid signs shall be made by the CIDCA. | | 第九条 援外标识图案和制作说明由国际发展合作署另行公告。 |
A foreign aid sign may be scaled up or down, but its design components, fonts, proportions of graphics and words, and color and pattern, among others, shall not be modified.
