| Announcement on Comprehensively Implementing Paperless Online Customs Clearance of Import and Export Certificates for Wild Animals and Plants | | 关于全面实行野生动植物进出口证书通关作业联网无纸化的公告 |
| For the purposes of deepening the reform of paperless customs clearance, further improving the management of permits, promoting trade facilitation, strengthening the import and export management of wild animals and plants and the products thereof, and guaranteeing the rational use of the resources of wild animals and plants and the sustainable development of the relevant industries, the General Administration and the Endangered Species Import and Export Management Office have decided to promote and implement paperless online customs clearance of import and export certificates for wild animals and plants across the country on the basis of the pilot program in four Customs offices at the current stage. Relevant matters are hereby announced as follows: | | 为深化通关作业无纸化改革，进一步提高许可证件管理水平，促进贸易便利化，加强野生动植物及其产品的进出口管理，保障野生动植物资源的合理利用和相关产业的可持续发展，海关总署和国家濒管办决定在现阶段已有四个海关开展试点的基础上，将野生动植物进出口证书通关作业联网无纸化工作在全国范围内推广实施。现将有关事项公告如下： |
I. As of June 1, 2018, paperless online customs clearance of the existing “two categories and three types” of import and export certificates for wild animals and plants (i.e. the import and export permits of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (“CITES”), the import and export permits of wild animals and plants of the People's Republic of China, and the certificates for species not included in the HS Commodity Catalogue of Import and Export on Wild Fauna and Flora) shall be invariably implemented across the country.
