| The Constitution, as the fundamental law of the country, the general charter for governing and securing the country, the concentrated embodiment of the will of the Party and the people, and the highest legal manifestation of the socialist system with Chinese characteristics, is of the highest legal status, legal authority, and legal force and is fundamental, overall, stable, and permanent. Law-based country governance first requires adherence to Constitution-based country governance, and law-based exercise of state power first requires adherence to Constitution-based exercise of state power. The defense of the authority of the Constitution amounts to the defense of the authority of the common will of the Party and the people, the defense of the dignity of the Constitution amounts to the defense of the dignity of the common will of the Party and the people, and the guarantee of the implementation of the Constitution amounts to the guarantee of the materialization of the fundamental interests of the people. The Decision of the CPC Central Committee on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics and Advancing the Modernization of the National Governance System and Governance Capability made at the Fourth Plenary Session of the 19th CPC Central Committee specified the improvement of the systems and mechanisms for guaranteeing the full implementation of the Constitution and the strengthening of Constitution implementation and supervision.
