For purposes of accelerating the issuance and use of local government bonds, ensuring funding requirements for key projects, maximizing the important role of the funds of government bonds in stabilizing investment, expanding domestic demand and remedying weakness, giving better play to the role of proactive fiscal policies, and maintaining sustained and sound development of economy, it is decided at the 7th Session of the Standing Committee of the Thirteenth National People's Congress that before the ratification of the local government debt ceiling for the current year by the National People's Congress in March 2019, the State Council is authorized to issue in advance 2019's new general debt ceiling of 580 billion yuan and new special debt ceiling of 810 billion yuan, totaling 1.39 trillion yuan, to local governments. The State Council is authorized to issue in advance new local government debt ceiling (including general debt ceiling and special debt ceiling) for the next year within 60% of the current year's new local government debt ceiling for the years after 2019. The authorization period spans from January 1, 2019 to December 31, 2022.
