| In recent years, with the joint efforts of all local competent departments of commerce, the work of e-commerce statistics has achieved positive progresses, in which the working mechanism has been initially established, the indicator system has been constantly improved, and the submission of data and application of achievements have been steadily promoted, and such progresses have provided strong support to the work of e-commerce management services. However, with rapid development of e-commerce, new subjects, new business types, and new patterns have sprung up, which bring challenges to the work of e-commerce statistics. In the meantime, such problems as under-representation of sample enterprises and uneven level of data quality still exist. In order to further effectively conduct the work of e-commerce statistics, you are hereby notified of the relevant matters as follows: | | 近年来，在各地商务主管部门的共同努力下，电子商务统计工作取得积极进展，工作机制初步建立，指标体系不断完善，数据报送和成果应用稳步推进，为电子商务管理服务工作提供了有力支撑。然而，随着电子商务快速发展，新主体、新业态、新模式不断涌现，给电子商务统计工作带来挑战，同时，样本企业代表性不足、数据质量参差不齐等问题仍然存在。为进一步做好电子商务统计工作，现就有关事项通知如下： |
| I. Intensifying implementation of the statistical system and establishing the enterprise contact mechanism | | 一、强化统计制度执行，建立企业联系机制 |
| The work of statistical investigation of e-commerce service enterprises shall be carried out in accordance with the System for Statistical Investigation of Typical Commercial and Trade Service Enterprises (see Annex 1) as recorded and approved by the National Bureau of Statistics. It mainly includes annual investigation and monthly investigation. All regions shall effectively publicize and implement the Statistics Law and other relevant laws and regulations, exert more efforts to the implementation of the statistical investigation system, specify legal obligations of enterprises for submitting data according to the law and obligations of governments for keeping data submitted by enterprises confidential, effectively conduct interpretations to enterprises so as to put away their warries. All regions shall establish the mechanism of contact with typical enterprises, strengthen communication and exchange with enterprises, and learn the industrial development status and existing problems. By relying on pilot program, demonstration, project funds, and other support mechanisms, all regions shall treat submission of data as an indicator for performance appraisal, effectively use training and other work vehicles, positively provide various services for enterprises, and fully mobilize the initiative of enterprises in participating in the work of statistics. | | 电子商务服务企业统计调查工作依据国家统计局备案批准的《商贸服务典型企业统计调查制度》（见附件1）开展，主要包括年度调查和月度调查。各地要做好《统计法》等法律法规宣贯工作，加大统计调查制度执行力度，明确企业依法报送数据的法律义务和政府对企业报送数据的保密义务，向企业做好解释工作，打消企业顾虑。各地要建立典型企业联系机制，加强与企业的沟通交流，了解行业发展情况和存在的问题。依托试点示范和项目资金等支持机制，将数据报送作为考核指标，用好培训等工作抓手，积极为企业提供各类服务，充分调动企业参与统计工作的积极性。 |
| II. Optimizing the structure of samples and focusing on key enterprises | | 二、优化样本结构，抓好重点企业 |
| E-commerce service enterprises are enterprises that provide various professional services for smoothly carrying out e-commerce activities, mainly including transaction services (various e-commerce transaction platforms), support services (e-payment, logistics, and authentication), and derivative services (third partner, information technology, marketing, consulting, and training). The investigation of typical e-commerce service enterprises shall focus on enterprises providing transaction services and take into account of enterprises providing support and derivative services. All regions shall optimize the structure of samples, improve the list of typical enterprises, and complete adjustment in the list of typical enterprises through the “Application of E-Commerce Information Management and Analysis” on the Unified Platform of E-Government Affairs” of the Ministry of Commerce prior to March 31 (For login instructions, see Annex 2). | | 电子商务服务企业是为电子商务活动顺利开展提供各种专业服务的企业，主要包括交易服务（各类电子商务交易平台）、支撑服务（电子支付、物流、认证）和衍生服务（代运营、信息技术、营销、咨询、培训等）。典型电子商务服务企业调查对象以交易服务企业为主，兼顾支撑和衍生服务企业。各地要优化样本结构，完善典型企业名录，并于3月31日前通过商务部电子政务统一平台的电子商务信息管理分析应用（登陆方法见附件2）完成典型企业名录调整工作。 |
(1) Focusing on key enterprises. With high concentration in the market of e-commerce transaction platforms, all regions shall exert efforts to incorporate large-scale and comprehensive e-commerce transaction platforms and influential platforms within certain regions and vertical regions into the scope of investigation. The demonstration and leading role shall be brought into full play and all e-commerce demonstration enterprises in 2017-2018 shall participate in the statistics.
