国务院办公厅关于推进线上线下互动加快商贸流通创新发展转型升级的意见

The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
Over recent years, the mobile web and other new-generation information technology have developed at a faster pace, innovations in technology-driven business models have sprung up, and online and offline interaction has become one of the most dynamic economic types, a new channel to promote consumption, and a new highlight of innovative development of commerce circulation. Vigorously developing online and offline interaction is significant for boosting the transformation of real stores, furthering innovations in business models, enhancing new driving force for economic development, and serving entrepreneurship and innovation among all the people. For the purposes of implementing the decisions and arrangements of the State Council, advancing online and offline interaction, and accelerating the innovative development, transformation, and upgrading of commerce circulation, with the approval of the State Council, the following opinions are hereby offered: 近年来,移动互联网等新一代信息技术加速发展,技术驱动下的商业模式创新层出不穷,线上线下互动成为最具活力的经济形态之一,成为促进消费的新途径和商贸流通创新发展的新亮点。大力发展线上线下互动,对推动实体店转型,促进商业模式创新,增强经济发展新动力,服务大众创业、万众创新具有重要意义。为落实国务院决策部署,推进线上线下互动,加快商贸流通创新发展和转型升级,经国务院同意,现提出以下意见:
I. Encouraging innovation in online and offline interaction   一、鼓励线上线下互动创新
1. Supporting the innovation in business models. Innovation in business models shall be tolerated and encouraged, and the dynamism of the commerce circulation market shall be released. Real stores shall be supported in exhibiting and selling commodities and services through the Internet, improving offline experience, distribution, after-sales, and other services, strengthening online and offline interaction, boosting online and offline integration, and continuing to optimize consumption paths, remove scenario restrictions, and raise service level. Real stores shall be encouraged to establish whole-channel and 24-hour interaction with consumers through the Internet, enhance experience functions, and develop experience consumption. Consumers shall be encouraged to establish a direct relationship through the Internet, engage in consumption in cooperation, and raise the efficiency of the allocation and use of idle resources. Real commerce circulation enterprises shall be encouraged to augment the division of labor and cooperation within industries and between industries through the Internet and raise the level of society-based collaboration. (The Ministry of Commerce, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the local people's governments at various levels) (一)支持商业模式创新。包容和鼓励商业模式创新,释放商贸流通市场活力。支持实体店通过互联网展示、销售商品和服务,提升线下体验、配送和售后等服务,加强线上线下互动,促进线上线下融合,不断优化消费路径、打破场景限制、提高服务水平。鼓励实体店通过互联网与消费者建立全渠道、全天候互动,增强体验功能,发展体验消费。鼓励消费者通过互联网建立直接联系,开展合作消费,提高闲置资源配置和使用效率。鼓励实体商贸流通企业通过互联网强化各行业内、行业间分工合作,提升社会化协作水平。(商务部、网信办、发展改革委、工业和信息化部、地方各级人民政府)
2. Encouraging the innovation in technological application. The application and promotion of the mobile web, big data, the Internet of Things, cloud computing, the Beidou Navigation Satellite System, location-based service, biometrics identification, and other modern information technology in certification, transactions, payment, logistics, and other commercial links shall be accelerated. The establishment of cloud platforms for public commercial services shall be encouraged to provide micro, small and medium-sized enterprises with basic commercial technology application services. Traceability and search services in the whole process of circulation of commodities shall be encouraged. The profound application of big data technology in the commercial field shall be supported, and big data on commerce shall be used for interim and ex-post regulation and innovation in service modes. The commercial network information system shall be supported in raising the level of safety protection technology and including the protection of users' personal information in the cybersecurity protection system. (The Ministry of Commerce, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the local people's governments at various levels) (二)鼓励技术应用创新。加快移动互联网、大数据、物联网、云计算、北斗导航、地理位置服务、生物识别等现代信息技术在认证、交易、支付、物流等商务环节的应用推广。鼓励建设商务公共服务云平台,为中小微企业提供商业基础技术应用服务。鼓励开展商品流通全流程追溯和查询服务。支持大数据技术在商务领域深入应用,利用商务大数据开展事中事后监管和服务方式创新。支持商业网络信息系统提高安全防范技术水平,将用户个人信息保护纳入网络安全防护体系。(商务部、工业和信息化部、发展改革委、地方各级人民政府)
3. Boosting the innovation in products and services. Enterprises shall be encouraged to use the Internet to consolidate various factors of production reversely and develop customized products meeting the demand of consumers. The markets of wearable and intelligent commodities featuring online and offline interaction shall be profoundly developed. Third-party e-commerce platforms shall be encouraged to cooperate with manufacturing enterprises in using e-commerce to optimize the supply chain and service chain system and developing remote surveillance, operation and maintenance, and technology support of equipment and other service markets based on the Internet. The development of platform development, online store building, commissioned management, online promotion, information processing, data analysis, trustworthiness authentication, management consultation, online training, and other third-party services oriented to enterprises and startup business owners shall be supported so as to provide professional support guarantees for online and offline innovative development. Enterprises shall be encouraged to access, convert, and cultivate a stable client base through virtual communities and other various channels. (The Ministry of Commerce, the Ministry of Industry and Information Technology, the Cyberspace Administration of China, and the local people's governments at various levels) (三)促进产品服务创新。鼓励企业利用互联网逆向整合各类生产要素资源,按照消费需求打造个性化产品。深度开发线上线下互动的可穿戴、智能化商品市场。鼓励第三方电子商务平台与制造企业合作,利用电子商务优化供应链和服务链体系,发展基于互联网的装备远程监控、运行维护、技术支持等服务市场。支持发展面向企业和创业者的平台开发、网店建设、代运营、网络推广、信息处理、数据分析、信用认证、管理咨询、在线培训等第三方服务,为线上线下互动创新发展提供专业化的支撑保障。鼓励企业通过虚拟社区等多种途径获取、转化和培育稳定的客户群体。(商务部、工业和信息化部、网信办、地方各级人民政府)
II. Triggering the development dynamism of real commerce   二、激发实体商业发展活力
4. Advancing the reform and development of the retail industry. Retail enterprises shall be encouraged to transform operating modes, the adjustment and restructuring of real stores affected by online modes shall be supported, the ratios of direct sales shall be lifted, the proportions of indigenous brands and customized commodities shall be raised, and business chains shall be developed profoundly. Retail enterprises shall be encouraged to use Internet technology to advance the digital transformation of real stores to enhance scenario, three-dimensional, and smart display functions of stores and engage in marketing through all channels. Large-sized real stores shall be encouraged to continue enriching consumer experience, make a shift to intelligent and diversified commercial service conglomerates, add catering, leisure, entertainment, cultural, and other facilities, and change its focus on sale of commodities to equal attention to "commodities plus services." Small and medium-sized real stores shall be encouraged to exploit their advantages in proximity to consumers, refine their convenient service systems, and add fast food, bill payment, online purchase and self-collection at stores, community distribution, and other additional public convenience service functions. Internet enterprises shall be encouraged to heighten their cooperation with real stores, further the integration of online communication and interaction, attraction and gathering of clients, precision marketing, and other advantages with offline real experience, brand reputation, logistics and distribution, and other advantages, and make organizational management more flattened, facilities and equipment more intelligent, commercial entities online, commodities better data-based, and services and operations more standard. (The Ministry of Commerce and the National Development and Reform Commission) New types of agricultural businesses shall be supported in connecting themselves with e-commerce platforms, effectively linking demand with supply information, and boost the integration of the online marketing of agricultural products with offline circulation. Enterprises dealing in agricultural means of production shall be encouraged to develop e-commerce and promote the online marketing of agricultural means of production. (The Ministry of Agriculture and the National Development and Reform Commission) Retail enterprises shall be supported in combining online means with offline means to tap international markets and develop cross-border online retail. (Ministry of Commerce) (四)推进零售业改革发展。鼓励零售企业转变经营方式,支持受线上模式冲击的实体店调整重组,提高自营商品比例,加大自主品牌、定制化商品比重,深入发展连锁经营。鼓励零售企业利用互联网技术推进实体店铺数字化改造,增强店面场景化、立体化、智能化展示功能,开展全渠道营销。鼓励大型实体店不断丰富消费体验,向智能化、多样化商业服务综合体转型,增加餐饮、休闲、娱乐、文化等设施,由商品销售为主转向“商品+服务”并重。鼓励中小实体店发挥靠近消费者优势,完善便利服务体系,增加快餐、缴费、网订店取、社区配送等附加便民服务功能。鼓励互联网企业加强与实体店合作,推动线上交流互动、引客聚客、精准营销等优势和线下真实体验、品牌信誉、物流配送等优势相融合,促进组织管理扁平化、设施设备智能化、商业主体在线化、商业客体数据化和服务作业标准化。(商务部、发展改革委)支持新型农业经营主体对接电子商务平台,有效衔接产需信息,推动农产品线上营销与线下流通融合发展。鼓励农业生产资料经销企业发展电子商务,促进农业生产资料网络营销。(农业部、发展改革委)支持零售企业线上线下结合,开拓国际市场,发展跨境网络零售。(商务部)
5. Accelerating the transformation and upgrading of the wholesale industry. Traditional commodity markets shall be encouraged to use the Internet to reinforce trading brokerage, commodity distribution, price discovery, information interaction, and other traditional functions and enhance logistics and distribution, quality standards, financial services, research, development and design, exhibition and display, consulting services, and other new functions. Traditional wholesale enterprises shall be encouraged to apply Internet technology to set up supply chain collaboration platform, extend to production and retail, and achieve a shift from commodity wholesale to supply chain management services. The development of brand alliances and the building of joint procurement platforms for brands shall be supported so as to gather brand resources and reduce procurement cost. The application of e-commerce shall be deepened, and commodity markets shall be guided in making a shift to e-commerce parks and logistics parks. With e-commerce and modern logistics as the core, bulk commodity markets shall be prompted to optimize resource allocation and raise circulation efficiency. Online industry information service platforms shall be encouraged to make a shift to comprehensive trading service platforms, organize offline exhibitions, fairs, and expositions centering on clients' demand, and provide all-around, vertical, and horizontal services for industry development.  (五)加快批发业转型升级。鼓励传统商品交易市场利用互联网做强交易撮合、商品集散、价格发现和信息交互等传统功能,增强物流配送、质量标准、金融服务、研发设计、展览展示、咨询服务等新型功能。鼓励传统批发企业应用互联网技术建设供应链协同平台,向生产、零售环节延伸,实现由商品批发向供应链管理服务的转变。支持发展品牌联盟或建设品牌联合采购平台,集聚品牌资源,降低采购成本。深化电子商务应用,引导商品交易市场向电子商务园区、物流园区转型。以电子商务和现代物流为核心,推动大宗商品交易市场优化资源配置、提高流通效率。鼓励线上行业信息服务平台向综合交易服务平台转型,围绕客户需求组织线下展示会、洽谈会、交易会,为行业发展提供全方位垂直纵深服务。(商务部、工业和信息化部、发展改革委)
