To implement the Several Opinions of the State Council on Encouraging and Guiding the Sound Development of Private Investment (No. 13 [2012] of the State Council) and creating a favorable legal environment for private investment, the following requirements are hereby set forth on soliciting opinions from industry associations (chambers of commerce) and private enterprises during the drafting of legal documents involving private investment, in accordance with the Law on Legislation, the Regulation on the Procedures for Developing Administrative Regulations, the Regulation on the Procedures for Developing Administrative Rules and the relevant documents of the State Council:
