The human resources and social security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps: 各省、自治区、直辖市及新疆生产建设兵团人力资源社会保障厅(局):
The Measures for Rating the Law Abidance and Good Faith of Enterprises in Providing Labor Security are hereby issued to you for your compliance and implementation. 现将《企业劳动保障守法诚信等级评价办法》印发给你们,请遵照执行。

Measures for Rating the Law Abidance and Good Faith of Enterprises in Providing Labor Security 企业劳动保障守法诚信等级评价办法
Article 1 In order to enhance the pertinence and efficiency of the labor security supervision, implement the classified regulation of enterprises, and urge enterprises to comply with the laws and regulations on labor security and perform their obligation of law abidance and good faith, these Measures are developed in accordance with the relevant provisions of the Regulation on Labor Security Supervision.   第一条 为增强劳动保障监察的针对性和效率,实行企业分类监管,督促企业遵守劳动保障法律规定,履行守法诚信义务,根据《劳动保障监察条例》有关规定,制定本办法。
Article 2 The rating of the law abidance and good faith of enterprises in providing labor security shall be based on the law abidance and good faith of enterprises in terms of labor security based on the compliance of enterprises with the laws, regulations and rules on the labor security.   第二条 企业劳动保障守法诚信等级评价是根据企业遵守劳动保障法律、法规和规章的情况,对企业进行劳动保障守法诚信等级评价的行为。
Article 3 The implementation of rating the law abidance and good faith of enterprises in providing labor security shall be based on the facts and pursuant to the principles of law abidance and fairness.   第三条 开展企业劳动保障守法诚信等级评价,应当根据事实,遵循依法、公正原则。
Article 4 The local administrative departments of human resources and social security at or above the county level shall be responsible for rating the law abidance and good faith of enterprises in providing labor security in accordance with their jurisdictional scopes of labor security supervision and the labor security supervision organs shall be responsible for organizing the implementation once every year.   第四条 县级以上地方人力资源社会保障行政部门按照劳动保障监察管辖范围负责企业劳动保障守法诚信等级评价工作,由劳动保障监察机构负责组织实施,每年开展一次评价。
Article 5 The rating of the law abidance and good faith of enterprises in providing labor security shall be conducted mainly on the basis of the credit records of enterprises of last year obtained in such labor security supervisions as the routine patrol inspection, the written material review, the handling of reports and complaints as well as the special inspection and other relevant work.   第五条 企业劳动保障守法诚信等级评价主要依据日常巡视检查、书面材料审查、举报投诉查处以及专项检查等劳动保障监察和其他有关工作中取得的企业上一年度信用记录进行。
For the implementation of rating of the law abidance and good faith of enterprises in providing labor security, the attention shall be paid to the opinions and suggestions of the relevant departments of local governments and labor union organizations 开展企业劳动保障守法诚信等级评价应注意听取当地政府有关部门及工会组织的意见和建议。
Article 6 The administrative departments of human resources and social security shall rate the law abidance and good faith of enterprises in providing labor security on the bases of the following facts:   第六条 人力资源社会保障行政部门根据下列情况对企业劳动保障守法诚信等级进行评价:
1. the formulation of internal rules and regulations on labor security;
