| According to the decision made following deliberation at the 1,795th meeting of the Judicial Committee of the Supreme People's Court, there are 49 judicial interpretations in two categories planned for initiation in 2020: Category I includes 38 judicial interpretations planned for initiation, which shall be completed before the end of 2020; and Category II includes 11 to be completed in the first half of 2021. The work of judicial interpretations shall follow the following four principles: (1) resolutely implementing the arrangements of the CPC Central Committee and being consistent with the principles and policies developed by the CPC Central Committee; (2) complying with the provisions of the Constitution and laws, abiding by the legislative intent, accurately interpreting laws, fully implementing socialist core values, and properly dealing with the relationship with existing judicial interpretations; (3) making full use of democracy, extensively listening to the opinions of NPC deputies, members of the CPPCC, the public, and relevant departments, and publicly soliciting opinions according to actual circumstances, but paying attention to fully assessing risks; and (4) effectively improving the work level of judicial interpretations, adhering to the problem-oriented strategy, and ensuring that the plan for initiation of judicial interpretations is completed on schedule with assured quality in a scientific and standardized manner. | | 根据最高人民法院审判委员会第1795次会议讨论决定，2020年度司法解释立项计划为49件，分为二类：第一类共38件，要求2020年底前完成；第二类共11件，要求2021年上半年完成。司法解释工作要坚持四个原则：一是坚决贯彻党中央部署，同党中央制定的方针政策保持一致。二是必须符合宪法、法律规定，遵循立法原意，正确解释法律，全面贯彻社会主义核心价值观，妥善处理与已有司法解释的关系。三是充分发扬民主，广泛听取人大代表、政协委员、人民群众和有关部门意见，可视情公开征求意见，但要注意充分评估风险。四是切实提高司法解释工作水平，坚持问题导向，确保科学规范，按时保质完成司法解释立项计划。 |
