| It matters to the vital interests of military personnel, construction of troops' combat effectiveness, and harmonious development of society to effectively conduct employment placement for accompanying family members of military personnel, with significance to the thorough implementation of the sprit of the Eighteenth National Congress of the CPC, achievement of goals of the CPC to build a strong army under new situations, and comprehensive construction of a moderately prosperous society. Formulation and issuance of the Measures for Employment Placement for Accompanying Family Members of Military Personnel is the objective requirement for implementation of laws and regulations of the state on preferential employment placement for accompanying family members of military personnel, the actual initiative to enhance troops' cohesion and combat effectiveness, and specific embodiment of serving the troops, the grassroots, and military personnel. From the perspective of safeguarding national security and building a harmonious socialist society, local people's governments at all levels, all relevant authorities, and all military levels shall fully understand the significance of effective employment placement for accompanying family members of military personnel under new situations, earnestly strengthen organization and leadership, achieve close cooperation between troops and local governments, intensify placement efforts, improve auxiliary measures, proactively and effectively implement the relevant work, and make great efforts to enhance the quality and level of employment placement for accompanying family members. Policy publicity, education and guidance shall be effectively conducted to create an environment conducive to concern about and support for national defense and military construction in the society, provide support for and encourage military personnel and their family members to forge ahead on the basis of their own duties, and make new contribution to realizing the Chinese dream and the strong army dream. | | 做好军人随军家属就业安置工作，事关广大官兵切身利益，事关军队战斗力建设，事关社会和谐发展，对深入贯彻落实党的十八大精神，实现党在新形势下的强军目标，全面建成小康社会具有重要意义。制定印发《军人随军家属就业安置办法》，是贯彻落实国家有关优待军人随军家属就业安置法律法规的客观要求，是增强部队凝聚力战斗力的实际举措，是服务部队、服务基层、服务官兵的具体体现。地方各级人民政府、各有关部门和军队各级，要站在维护国家安全、构建社会主义和谐社会的高度，充分认清做好新形势下军人随军家属就业安置工作的重要意义，切实加强组织领导，军地双方密切配合，加大安置工作力度，完善配套措施，积极主动地抓好工作落实，努力提高随军家属就业安置工作的质量和水平。要做好政策宣传和教育引导工作，在全社会营造关心支持国防和军队建设的良好氛围，支持和鼓励广大官兵及其家属立足本职，奋发进取，为实现中国梦强军梦作出新的贡献。 |

| Article 1 In order to ensure preferential employment placement for accompanying family members of military personnel by the state and society, achieve sufficient employment of accompanying family members, and promote combat effectiveness and harmonious social development, these Measures are formulated in accordance with relevant laws and regulations. | | 第一条 为保障国家和社会对军人随军家属就业安置的优待，实现随军家属充分就业，促进军队战斗力建设与社会和谐发展，根据有关法律法规，制定本办法。 |
| Article 2 The term “accompanying family members” under these Measures refers to spouses of military personnel in active service who have completed relevant procedures to accompany their spouses in the military upon approval of political authorities of entities at or above the division (brigade) level of the army. | | 第二条 本办法所称随军家属，是指经军队师（旅）级以上单位政治机关批准，并办理了随军手续的现役军人配偶。 |
| Article 3 The accompanying family members have dedicated themselves to national defense and military construction, and are entitled to preferential treatments by the state and society in employment placement. State authorities, people's organizations, enterprises, public institutions and other entities are all obligated to accept and place accompanying family members. | | 第三条 随军家属为国防和军队建设作出了奉献，其就业安置享受国家和社会的优待。国家机关、人民团体和企事业单位等，都有接收安置随军家属的义务。 |
| Article 4 In employment placement for accompanying family members, policies of the state on employment placement shall be implemented. The idea of primarily focusing on social employment, supplemented by internal placement, shall be adhered to. Independent choice of employment and self-employment shall be encouraged and supported. Quality and level of employment placement for accompanying family members shall be constantly enhanced. | | 第四条 随军家属就业安置工作应当贯彻国家就业安置政策，坚持社会就业为主、内部安置为辅，鼓励扶持自主择业创业，不断提高随军家属就业安置质量和水平。 |
Article 5 Local people's governments at all levels shall bear the important responsibility for effectively conducting employment placement for accompanying family members. Specific measures for employment placement for accompanying family members shall be formulated in accordance with relevant policies and regulations of the state in light of the local reality. Relevant authorities and entities shall be guided and urged to implement employment placement for accompanying family members.
