| In order to improve the foreign exchange administration in the special customs supervision areas and promote the scientific development of the special customs supervision areas, in accordance with laws and regulations such as the Regulation of the People's Republic of China on Foreign Exchange Administration and the Guiding Opinions of the State Council on Promoting the Scientific Development of Special Customs Supervision Areas (No. 58 [2012] of the State Council), the SAFE extensively amended the Measures for the Foreign Exchange Control in Bonded Areas under the Customs' Supervision (No. 52 [2007] of the State Administration of Foreign Exchange) and formulated the Measures for the Foreign Exchange Administration in the Special Customs Supervision Areas, which are hereby issued to you for your implementation.
