The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
For the purposes of implementing the Several Opinions of the CPC Central Committee and the State Council on Improving and Promoting the Consumption System and Mechanism to Further Stimulate the Consumption Potentiality of Residents, raising the quality of culture and tourism consumption, increasing people's willingness to consume, and increasing people's sense of gain and happiness by supplying high-quality culture and tourism, with the approval of the State Council, the following opinions are hereby offered: 为贯彻落实《中共中央 国务院关于完善促进消费体制机制进一步激发居民消费潜力的若干意见》,提升文化和旅游消费质量水平,增强居民消费意愿,以高质量文化和旅游供给增强人民群众的获得感、幸福感,经国务院同意,现提出以下意见:
I. Overall objectives 一、总体目标
The Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be taken as a guide, and the new trend for the upgrading of culture and tourism consumption shall be complied with. The supply-side structural reform in culture and tourism shall be deepened in an attempt to continue to stimulate the consumption potential in culture and tourism from the perspective of both supply and demand. Efforts shall be made to improve China's culture and tourism consumption facilities, rationalize consumption structure, optimize the consumption environment, and enrich the supply of cultural and tourism products and services. China's cultural and tourism consumption shall continue to grow at a rapid pace and play a greater role in driving economic growth. 以习近平新时代中国特色社会主义思想为指导,顺应文化和旅游消费提质转型升级新趋势,深化文化和旅游领域供给侧结构性改革,从供需两端发力,不断激发文化和旅游消费潜力。努力使我国文化和旅游消费设施更加完善,消费结构更加合理,消费环境更加优化,文化和旅游产品、服务供给更加丰富。推动全国居民文化和旅游消费规模保持快速增长态势,对经济增长的带动作用持续增强。
II. Main tasks 二、主要任务
1. Introducing measures to benefit people through consumption. Steps shall be taken to continue to lower the prices of entrance tickets to state-owned scenic spots. All local governments may, in light of their realities, develop and implement policies such as reduction of or exemption from scenic spots' entrance fees, free admittance to scenic spots in off-season and discount of performance tickets, hold cultural and tourism consumption seasons and months, and hold activities such as digital cultural tourism consumption experience. As required by laws and regulations, they may encourage the issuance of co-branded cards for cultural and tourism consumption, and grant merchants preferential discounts, payment by installments and other rights and interests of users. They shall expand cultural and tourism consumer credit services, innovate credit mortgage or pledge modes for consumer credit on the basis of standardized development, and develop credit products with different down payments, terms and repayment methods. (The Ministry of Culture and Tourism, the National Development and Reform Commission, the Ministry of Finance, the People's Bank of China, the China Banking and Insurance Regulatory Commission, and local people's governments at all levels shall be responsible for the implementation. Local people's governments at all levels shall be responsible for the implementation of all work to be described hereinafter, and therefore the statement shall not be repeated.) (一)推出消费惠民措施。继续推动国有景区门票降价。各地可结合实际情况,制定实施景区门票减免、景区淡季免费开放、演出门票打折等政策,举办文化和旅游消费季、消费月,举办数字文旅消费体验等活动。在依法合规的前提下鼓励发行文化和旅游消费联名银行卡并给予特惠商户折扣、消费分期等用户权益。拓展文化和旅游消费信贷业务,以规范发展为前提创新消费信贷抵质押模式,开发不同首付比例、期限和还款方式的信贷产品。(文化和旅游部、发展改革委、财政部、人民银行、银保监会和地方各级人民政府负责。以下均需地方各级人民政府负责,不再列出)
2. Making consumption more convenient. A model project designed to popularize mobile payments for the convenience of the people shall be implemented to increase the availability of bank cards in cultural and tourism consumption venues and promote emerging mobile Internet-based payment methods. The efforts to embed cultural consumption in various places of consumption shall be encouraged to build cultural consumption outlets around the general public based on comprehensive service centers for community life and consumer service centers for the convenience of urban and rural residents. The attempts to renovate and upgrade the facilities of traditional performance venues and museums in accordance with laws and regulations shall be encouraged, and catering areas, rest areas for audiences, display and sales areas for cultural and creative products, and bookstores shall be reasonably provided, so as to create a better consumption environment. Performance, cultural entertainment, scenic spots and other places shall be directed to widely conduct the Internet-enabled ticketing two-dimensional code ticket inspection. The coverage of broadband mobile communication networks in cultural and tourism consumption venues shall be improved. Priority shall be given to the deployment of the 5th generation mobile (5G) network in the places where conditions are ripe and user demand is strong. Tourist transport services shall be optimized by scientifically planning tourist routes and stops, in an effort to provide intelligent travel information services. By 2022, all cultural and tourism consumption venues in China will be able to support bank card or mobile payment in addition to cash payment. Internet ticketing and 4G/5G network coverage will exceed 90%, and cultural and tourism consumption will be significantly more convenient. (The Ministry of Culture and Tourism, the Ministry of Industry and Information Technology, the Ministry of Transport, the Ministry of Commerce, the People's Bank of China and the State Administration of Cultural Heritage shall be responsible for the implementation) (二)提高消费便捷程度。推动实施移动支付便民示范工程,提高文化和旅游消费场所银行卡使用便捷度,推广移动互联网新兴支付方式。鼓励把文化消费嵌入各类消费场所,依托社区生活综合服务中心、城乡便民消费服务中心等打造群众身边的文化消费网点。鼓励依法依规对传统演出场所和博物馆进行设施改造提升,合理配套餐饮区、观众休息区、文创产品展示售卖区、书店等,营造更优质的消费环境。引导演出、文化娱乐、景区景点等场所广泛应用互联网售票、二维码验票。提升文化和旅游消费场所宽带移动通信网络覆盖水平,在具备条件且用户需求较强的地方,优先部署第五代移动通信(5G)网络。优化旅游交通服务,科学规划线路、站点设置,提供智能化出行信息服务。到2022年,实现全国文化和旅游消费场所除现金支付外,都能支持银行卡或移动支付,互联网售票和4G/5G网络覆盖率超过90%,文化和旅游消费便捷程度明显提高。(文化和旅游部、工业和信息化部、交通运输部、商务部、人民银行、文物局负责)
3. Improving the environment for inbound tourism. Existing resources shall be integrated, and the unified promotion platform for inbound tourism (including APPs, applets and other mobile terminals) shall be upgraded. Local governments shall be encouraged to develop a number of tourist routes, destinations, tourist performances and special commodities that meet the needs of foreign tourists and recommend them on the publicity platform. The multilingual service level shall be improved at scenic spots, catering and accommodation, shopping entertainment, airport and stations and other places. Banking institutions shall be encouraged to set up branches according to laws and regulations in areas where cultural and tourism consumption is concentrated. Mobile payment solutions for inbound tourists shall be improved to make their consumption more convenient. Policies and measures for taking the 2022 Olympic and Paralympic Winter Games as an opportunity to promote inbound tourism shall be studied and introduced. The environment for inbound tourism shall be significantly improved and the size of inbound consumption shall continue to expand. (The Ministry of Culture and Tourism, the People's Bank of China, the China Banking and Insurance Regulatory Commission, and the Beijing Organizing Committee for the 2022 Olympic and Paralympic Winter Games shall be responsible for the implementation)

 (三)提升入境旅游环境。整合已有资源,提升入境旅游统一宣介平台(含APP、小程序等移动端)水平。鼓励各地开发一批适应外国游客需求的旅游线路、目的地、旅游演艺及特色商品并在宣介平台上推荐。提升景区景点、餐饮住宿、购物娱乐、机场车站等场所多语种服务水平。鼓励银行业金融机构依法依规在文化和旅游消费集中区域设立分支机构。完善入境游客移动支付解决方案,提高游客消费便利性。研究出台以北京2022年冬奥会、冬残奥会为契机促进入境旅游的政策措施。确保入境旅游环境得到明显改善,入境消费规模保持持续扩大态势。(文化和旅游部、人民银行、银保监会、北京冬奥组委负责)
