| Parties subject to joint disciplinary actions are dishonest persons subject to enforcement announced by the Supreme People's Court (including natural persons and entities). | | 联合惩戒对象为最高人民法院公布的失信被执行人（包括自然人和单位）。 |
| II. Ways of sharing information and taking joint disciplinary actions | | 二、信息共享与联合惩戒的实施方式 |
| The National Development and Reform Commission shall, on the basis of the national credit information sharing platform, establish a system of joint disciplinary actions against dishonest acts. The Supreme People's Court shall provide the information of the dishonest persons subject to enforcement to other departments and entities signing the Memorandum of Understanding through the system and update dynamics under the relevant provisions. Other departments and entities shall obtain the information of the dishonest persons subject to enforcement from the system of joint disciplinary actions against dishonest acts, take or assist in taking the disciplinary measures as prescribed in the Memorandum of Understanding, and report the information on the implementation to the Supreme People's Court and the National Development and Reform Commission on a quarterly basis. | | 国家发展改革委基于全国信用信息共享平台建立失信行为联合惩戒系统。最高人民法院通过该系统向签署本备忘录的其他部门和单位提供失信被执行人信息并按照有关规定更新动态。其他部门和单位从失信行为联合惩戒系统获取失信被执行人信息，执行或协助执行本备忘录规定的惩戒措施并按季度将执行情况通过该系统反馈给最高人民法院和国家发展改革委。 |
| III. Disciplinary measures, shared contents and implementation entities | | 三、惩戒措施、共享内容及实施单位 |
1. It shall be regarded as the reference for the approval for the establishment of securities companies, fund management companies, and futures companies, and the registration of privately offered fund management institutions; dishonest persons subject to enforcement shall be restricted from issuing enterprise bonds and corporate bonds; dishonest persons subject to enforcement shall be restricted from acquiring listed companies and regarding their relevant information as the basis for reference for the approval for the establishment of securities companies, fund management companies, and futures companies, and the registration of privately offered fund management institutions; dishonest persons subject to enforcement shall be restricted from issuing corporate bonds; persons subject to enforcement with serious dishonest circumstances shall be restricted by the China Securities Regulatory Commission from acquiring listed companies; and the dishonest persons subject to enforcement shall be restricted by the National Development and Reform Commission from issuing enterprise bonds.
