| According to the Official Reply of the State Council on the Framework Plan for New Land and Marine Routes for Western Regions (Letter No. 67 [2019], State Council), the Framework Plan for New Land and Marine Routes for Western Regions (hereinafter referred to as the “Plan”) is hereby issued, and you are hereby notified of the relevant matters as follows. | | 根据《国务院关于西部陆海新通道总体规划的批复》（国函〔2019〕67号），现将《西部陆海新通道总体规划》（以下简称《规划》）印发你们，并就有关事项通知如下。 |
I. New land and marine routes for Western Regions are located in the hinterland of western China, which border the Silk Road Economic Belt to the north and the 21st Century Maritime Silk Road to the south and connects with the Yangtze River Economic Belt in a collaborative way, and has an important strategic position in the pattern of coordinated regional development. The spirit of the official reply of the State Council shall be conscientiously implemented, and the implementation of the Plan shall be taken as an important measure to deepen the two-way opening up of the land and sea transportation and promote the development of western regions, so as to provide strong support for promoting the high-quality development of western regions and building a modern economic system by accelerating the construction of routes and logistics facilities, enhancing the transportation capacity and the quality and efficiency of logistics development, deepening the international economic and trade cooperation, and promoting the deep integration of transportation, logistics, commerce and trade, and industries.
