The Proposal of the State Council on Requesting the Standing Committee of the National People's Congress to Make a Decision on the Continuation of Operations of the Sixth Legislative Council of the Hong Kong Special Administrative Region has been deliberated at the 21st Session of the Standing Committee of the Thirteenth National People's Congress. The aforesaid proposal is made in the report submitted by the Chief Executive of the Hong Kong Special Administrative Region to the Central People's Government. The Chief Executive, together with the Executive Council of the Hong Kong Special Administrative Region, have decided to delay the election of the seventh Legislative Council to one year due to the severe situation of the local COVID-19 outbreak, and under such circumstances, the legislative organ of the Hong Kong Special Administrative Region will be vacant. For the purposes of maintaining the constitutional order and order of rule of law in the Hong Kong Special Administrative Region, and ensuring the normal administration of the government of the Hong Kong Special Administrative Region and the normal operation of the society, in accordance with the relevant provisions of the Constitution of the People's Republic of China and the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China, the Standing Committee of the National People's Congress has made the following decision:
