| Announcement on Relevant Matters Concerning Ajusting the Supervision of the Means of Air or Water Transportation Entering and Leaving China and the Cargo Manifests Thereof | | 关于调整水空运进出境运输工具及货运舱单管理有关事项的公告 |
| On May 29, 2018, the General Administration of Customs announced the Decision of the General Administration of Customs on Modifying Some Rules and Regulations (Order No.240 of the General Administration of Customs), which modifies relevant regulations in the Measures of the Customs of the People's Republic of China for Supervising the Means of Transport Entering and Leaving China and the Measures of the Customs of the People's Republic of China for Supervising the Means of Transport and Manifests (hereinafter referred to as “Measures of Manifests”). Relevant matters concerning ajusting the supervision of the means of air or water transportation entering and leaving China and the cargo manifests are hereby announced as follows: | | 2018年5月29日，海关总署公布了《海关总署关于修改部分规章的决定》（海关总署令第240号），对《中华人民共和国海关进出境运输工具监管办法》和《中华人民共和国海关进出境运输工具舱单管理办法》（以下简称《舱单办法》）有关规定作出修改。现就水、空运进出境运输工具及货运舱单管理有关事项公告如下： |
I. “Master Bill of Lading (Shipping)” and “House Bill of Lading (Shipping)” set forth in Article 2.2 of Measures of Manifests | | 一、在《舱单办法》第二条第二款中所提“总提（运）单”和“分提（运）单”，对于船舶运输即总提单和分提单。总提单是指由运输工具负责人、船舶代理企业签发的提单（即MASTER B/L），分提单是指在总提单项下，由无船承运业务经营人签发的提单（即HOUSE B/L）。 |
| II. Record filing | | 二、关于备案 |
| 1. Record filing of a domestic enterprise without legal person status | | （一）境内无法人资格企业备案。 |
| Domestic shipping companies without legal person status shall entrust domestic shipping agencies that have been put on records with the Customs with transmitting the Manifests to the Customs herein. | | 境内无法人资格的船舶运输企业，应当委托已在海关备案的境内船舶代理企业向海关传输舱单。 |
| 2. Record filing of a branch | | （二）分支机构备案。 |
| Where the operator of manifest transmission has a branch in China, the branch shall file its business address, contact person and telephone with the customs directly under the General Administration of Customs of the place where it is located or the subordinate customs authorized thereby. | | 舱单传输人在境内有分支机构的，分支机构应当将分支机构地址、联系人和电话在经营业务所在地直属海关或其授权的隶属海关备案。 |
| III. Transmission of information of transit goods, transshipment goods and through goods | | 三、过境、转运、通运货物信息传输 |
| 1. For transit goods, the operator of manifest/electronic data tranmission shall transmit to the Customs manifests for means of transport entering and leaving China as well as relevant electronic data in accordance with Measures of Manifests. | | （一）过境货物，舱单及相关电子数据传输人应当按照《舱单办法》规定传输进出境舱单及相关电子数据。 |
2. For transshipment goods, the operator of manifest transmission shall transmit to the Customs electronic data such as original manifest, advance manifest, loading manifest and tally report.
