| The Government Offices Administration directly under the CPC Central Committee; the relevant ministries and commissions of the State Council and the relevant institutions directly under the State Council; the General Office of the Standing Committee of the National People's Congress, and the General Office of the Chinese People's Political Consultative Conference; the Supreme People's Court; the Supreme People's Procuratorate; relevant people's organizations; relevant central enterprises; and the development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning and Xinjiang Production and Construction Corps: | | 中直管理局，国务院有关部委、有关直属机构，全国人大常委会办公厅、全国政协办公厅，最高人民法院，最高人民检察院，有关人民团体，有关中央管理企业，各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委： |
| For the purposes of implementing the Regulation on Government Investment, maximizing the guiding and leading role of government investment funds, and strengthening and improving the administration of investment funds and projects in the central government budget, you are hereby notified of the relevant matters as follows. | | 为贯彻落实《政府投资条例》，充分发挥政府投资资金的引导带动作用，加强和改进中央预算内投资资金及项目管理工作，现就有关事项通知如下。 |
| I. Accurately grasping the connotations of the ways in which investment funds in the central government budget are arranged | | 一、准确把握中央预算内投资资金安排方式的内涵 |
| In accordance with the Regulation on Government Investment, the ways in which investment funds in the central government budget are arranged shall include direct investment, capital injection, investment subsidization, and loan interest subsidy, among others. | | 根据《政府投资条例》，中央预算内投资资金的安排方式包括直接投资、资本金注入、投资补助、贷款贴息等。 |
| (1) “Direct investment” means the way that governments channel government investment funds to nonprofit projects, and relevant government institutions or the organs, groups, or public institutions, among others, designated or entrusted by them organize the project construction and implementation as legal person entities of the projects. | | （一）直接投资，是指政府安排政府投资资金投入非经营性项目，并由政府有关机构或其指定、委托的机关、团体、事业单位等作为项目法人单位组织建设实施的方式。 |
| (2) “Capital injection” means the way that governments earmark government investment funds as the capital funds for for-profit projects, and appoint representatives of government capital contributors to exercise owners' rights and interests, and government investments will form corresponding state-owned property rights after the completion of the projects. | | （二）资本金注入，是指政府安排政府投资资金作为经营性项目的资本金，指定政府出资人代表行使所有者权益，项目建成后政府投资形成相应国有产权的方式。 |
(3) “Investment subsidization” means the way that governments use government investment funds to give appropriate subsidies to the for-profit projects for which resources cannot be allocated effectively through markets and which truly need government support.
