| After the Guiding Opinions of the General Office of the State Council for the Government Procurement of Services from the Social Forces (No. 96 [2013], General Office of the State Council), all localities have steadily promoted the work of government procurement of services and have obtained sound achievements. However, illegally enlarging the scope of government procurement of services, extending the time limit for the procurement of services beyond the administrative powers and other problems in some regions have exacerbated the financial risks. According to the provisions of the Budget Law of the People's Republic of China, the Government Procurement Law of the People's Republic of China, the Opinions of the State Council on Implementing the Administration of the Mid-term Financial Planning (No. 3 [2015], State Council), Document No. 96 [2013] of the General Office of the State Council, etc., for the purposes of regulating government procurement of services, curbing the illegal debt financing behaviors of local governments, and preventing and mitigating the financial risks, you are hereby notified of the relevant issues as follows: | | 《国务院办公厅关于政府向社会力量购买服务的指导意见》（国办发〔2013〕96号）印发后，各地稳步推进政府购买服务工作，取得了良好成效。同时，一些地区存在违法违规扩大政府购买服务范围、超越管理权限延长购买服务期限等问题，加剧了财政金融风险。根据《中华人民共和国预算法》、《中华人民共和国政府采购法》、《国务院关于实行中期财政规划管理的意见 |
I. Insisting on the correct direction of the reform of government procurement of services. As an important reform task as decided and specified at the Third Plenary Session of the 18th CPC Central Committee, promotion of government procurement of service is conducive to accelerating the transformation of government functions, improving the supply of public services and promoting the reform of the financial expenditure patterns. The funds needed for government procurement of services shall be faithfully arranged in full in the annual budget and medium-term financial plan. In order to implement the reform of government procurement of services, transfer of funds shall be made along with the transfer of matters, attention shall be paid to the transition with the reform of the public institutions, reform of the disconnection between and transformation of the industrial associations and competent administrative departments, supporting the cultivation and development of the social organizations, etc., and the separation of government functions from institutional management and the separation of government functions and social organizations shall be promoted. The local governments and their subordinate departments shall always accurately understand and firmly insist on the correct direction of the reform of government procurement of services and conduct promotion according to the laws and regulations in an actively and steadily manner.
