| For the purposes of rapidly promoting the application of methanol-fueled vehicles, achieving the diversity of vehicle fuels, and guaranteeing the energy safety, the opinions on promoting the application of methanol-fueled vehicles in certain regions where conditions permit are hereby offered as follows: | | 为加快推动甲醇汽车应用，实现车用燃料多元化，保障能源安全，现就在部分条件具备地区开展甲醇汽车应用工作提出以下意见： |

| Xi Jinping's Thoughts on Socialism with Chinese Characteristics for a New Era shall be firmly taken as the guideline, the spirit of the 19th CPC National Congress shall be comprehensively implemented, the new development concept shall be followed, the supply-side structural reform shall be deepened, the innovation-driven development strategies shall be carried out, continuous work shall be done to adjust measures to local conditions actively and steadily with risks brought under control, and methanol-fueled vehicles shall be developed in the regions where conditions permit. Efforts shall be made to strengthen the rational industrial distribution of methanol-fueled vehicles, speed up the improvement in industrial policies, technical standards and market application guarantee system, enhance the level of market application, keep China's methanol-fueled vehicles and relevant industries in a leading position in terms of products, technologies and special equipment, accelerate the moves towards energy diversity and clean-energy vehicles, promote the transformation and upgrading of traditional industries, cultivate new driving forces for economic growth, and propel the development of green, renewable and low-carbon energies. | | 坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的十九大精神，践行新发展理念，深化供给侧结构性改革，实施创新驱动发展战略，坚持因地制宜、积极稳妥、安全可控，在具备应用条件的地区发展甲醇汽车。强化甲醇汽车产业合理布局，加快完善产业政策、技术标准和市场应用保障体系，提高市场应用水平，保持我国甲醇汽车及相关产业在产品、技术及专用装备领域的国际领先地位，加快能源多元化和清洁能源汽车发展，推动传统产业转型升级，培育新的经济增长点，促进绿色循环低碳发展。 |

| Adjusting measures local conditions and making coordinated efforts: Measures shall be taken to take advantages of local resources and strengths fueled on actual situations; develop methanol fuels when conditions permit; boost the diversity of energies; and coordinate the relations between the use of methanol-fueled vehicles and the transformation and upgrading of traditional industries such as coals, and foster new engines for economic growth. | | 因地制宜，统筹协调。坚持从实际出发，立足资源禀赋，宜醇则醇，促进能源多元化。做好甲醇汽车应用与煤炭等传统工业转型升级的统筹协调，培育新动能。 |
| Allowing enterprises to play the dominant role under the guidance of the government: Efforts shall be made to maximize the decisive role of the market in resource allocation; mobilize the enterprises' enthusiasm and creativity; strengthen the guidance of policies; improve the system of supporting services; and advance the coordinated development between the manufacturing and sale of methanol-fueled vehicles and the production, distribution and fueling of methanol fuels. | | 企业主体，政府引导。充分发挥市场配置资源的决定性作用，调动企业积极性和创造性。加强政策引导，完善配套服务体系，促进甲醇汽车制造、销售与甲醇燃料生产、输配、加注协同发展。 |
| Innovation-driven and green development: Technological innovations shall be introduced to push forward the research & development and application of methanol-fueled vehicles and methanol fuel technologies; accelerate the building of a system of standards for such vehicles; and ensure the emission of methanol-fueled vehicles meet the standards. A clean and efficient process shall be provided for the production of methanol fuels so as to promote the green development of methanol fuels. | | 创新驱动，绿色发展。立足科技创新，推动甲醇汽车及燃料技术研发与应用，加快甲醇汽车标准体系建设。确保甲醇汽车全生命周期达标排放。实现甲醇燃料生产过程清洁化、高效化，促进甲醇燃料绿色发展。 |
| II. Accelerating the construction of a manufacturing system for methanol-fueled vehicles | | 二、加快甲醇汽车制造体系建设 |
| 3. Automakers and producers of relevant spare parts shall be encouraged to rebuild the manufacturing system of methanol-fueled vehicles through technological improvements fueled on the current manufacturing system and the characteristics of methanol-fueled vehicles, enhance relevant manufacturing technologies, and develop methanol-fueled vehicles and power machinery products such as passenger cars, commercial vehicles, and off-highway vehicles to meet the market demands. The manufacturing bases for methanol-fueled vehicles shall be established, and the production of such vehicles shall be reasonably distributed. | | （三）鼓励汽车及相关零部件生产企业在现有制造体系基础上，针对甲醇汽车特性，通过技术改造完善甲醇汽车制造体系，提升甲醇汽车制造技术水平，开发甲醇乘用车、商用车、非道路工程车等车辆及动力机械，满足市场需求。完善甲醇汽车生产基地建设，合理布局甲醇汽车生产。 |
| 4. The capabilities of manufacturing special spare parts for methanol-fueled vehicles shall be strengthened by revolving around methanol fuel supply and electronic fuel injection (EFI) system, special post-processing devices, special filters, special lubricants, methanol-resistant materials, and key spare parts; a large-scale manufacturing system shall be built, the independent research & development and manufacturing capabilities of spare parts manufacturers shall be improved, and the demands of methanol-fueled vehicles shall be satisfied. | | （四）强化甲醇汽车专用零部件制造能力，围绕甲醇燃料供应和电控喷射系统、专用后处理装置、专用滤清器、专用润滑油、耐醇材料和关键零部件等领域，构建规模化制造体系，提升专用零部件制造企业的自主研发与制造水平，满足甲醇汽车发展需求。 |
| 5. Focus shall be put on making breakthroughs in such key generic technologies as high-efficiency energy conversion system for methanol, low-emission control system, and long-service life, low-cost and corrosion-resistant materials. More efforts shall be made to analyze the impact of methanol-fueled vehicle exhausts on health, encourage and support enterprises in developing such vehicle products as methanol-electric hybrid vehicles, methanol range extended electric vehicles, and methanol fuel cells, and accelerate the transformation and industrialized application of methanol automobile research results. | | （五）着力突破甲醇高效能量转化机制、低排放控制、长寿命低成本耐腐蚀材料等共性关键技术。深入开展甲醇汽车尾气的健康影响等研究。鼓励和支持企业研发甲醇混合动力汽车、甲醇增程式电动汽车、甲醇燃料电池汽车产品。加快甲醇汽车科研成果转化及产业化应用。 |
| III. Advancing the construction of the production and refueling system for methanol fuels | | 三、推进甲醇燃料生产及加注体系建设 |
| 6. Various resources shall be comprehensively used to produce methanol fuels; low-quality coals, coal-bed methane and coke-oven gas and other resources shall be used to prepare methanol; the technologies for capture of carbon dioxide for preparing methanol and the engineering application shall be explored. The producers of methanol fuels shall fully observe the laws and regulations concerning the protection of ecological environment and emission standards and requirements, intensify the efforts in energy-saving and emission reduction, and minimize the impact on environment. | | （六）鼓励资源综合利用生产甲醇，充分利用低质煤、煤层气、焦炉煤气等制备甲醇，探索捕获二氧化碳制备甲醇工艺技术及工程化应用。甲醇燃料生产企业应严格遵守生态环境保护的法律法规和排放标准要求，加大节能减排力度，最大可能减少对环境的影响。 |
| 7. The producers of methanol fuels shall organize the production in accordance with the national standards and requirements set forth in the Methanol Fuels for Vehicles (GB/T23510-2009), establish a complete quality control and safety management system for production, storage and transportation of methanol fuels, and ensure the product quality of methanol fuels. | | （七）甲醇燃料生产企业应严格按照《车用燃料甲醇》（GB/T23510-2009）国家标准要求组织生产，建立完善的生产、储存、运输等环节的质量控制和安全管理体系，保证甲醇燃料产品质量。 |
8. Relevant regions shall make an overall plan for the construction of methanol refueling stations according to their actual conditions; and the refueling facilities shall meet the country's relevant standards and technical requirements.
