To support China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as “SHFTZ”) in promoting growth, reform, and innovation through opening-up, and form replicable and widely applicable experience, in accordance with the requirements for removing the restrictions on foreign investment access to the e-commerce sector which are proposed at the Third Plenary Session of the 18th CPC Central Committee and the spirit of the Decision of the State Council on Temporarily Adjusting the Relevant Administrative Approval Items or Special Access Management Measures Prescribed in the Relevant Administrative Regulations and Documents of the State Council in China (Shanghai) Pilot Free Trade Zone (No. 51 [2013], State Council), this Ministry has decided to conduct the pilot program of removing the restrictions on foreign equity ratios in online data processing and transaction processing (operating e-commerce) business in SHFTZ, allowing the foreign equity ratios to be raised to 100%.
