In 1997, Sun Youli and other 17 persons signed an agreement on the partnership establishment and operation of farms by fundraising and they jointly raised funds and operated six seafood farms. In the early middle of October 2000, a serious fishery contamination accident occurred in aquiculture areas of the Luanhe River and Daqing River entrances in Laoting County and the aquiculture areas of Sun Youli and other 17 persons suffered from great economic losses. Sun Youli and other 17 persons instituted a lawsuit in the Tianjin Maritime Court against Qian'an No. 1 Paper Mill and other eight enterprises. Upon entrusted authentication, the Court determined that this contamination accident was caused by the direct discharge of sewage in a large amount into the Luanhe River by Qian'an No. 1 Paper Mill and other eight enterprises, which then flowed into the sea via Laoting County and caused the serious contamination of inshore aquiculture areas in Laoting County. It was also found that, among the nine enterprises, Hebei Province Qian'an Chemical Engineering Co., Ltd. (hereinafter referred to as “Chemical Engineering Company”) discharged sewage that was up to the prescribed discharge standard.
