In February 2014, the defendant Han Jiafu rented a six-acre farmland near a bricks and tiles plant in Kangcheng village, Duoba town, Huangzhong county of Qinghai Province to mine sand and gravel without approval when he had not applied for a mining license. On February 22, 2014, the plant stopped mining after an accident occurred in the sand and gravel mined-out area at the location. Upon surveying and mapping by Qinghai Jianli Mining Co., Ltd., the average area of the sand and gravel mined-out area is 1335.71", the average thickness of the sand and gravel layer is 8.78", and the quantity of sand and gravel resources contained is 11,727.53".
