| | 被告人林志斌，男，1964年8月21日出生，汉族，原系吉林省吉林监狱第三监区监区长，大学文化。2008年11月1日，因涉嫌徇私舞弊暂予监外执行罪被刑事拘留，2008年11月14日被逮捕。 |
| | 2003年12月，高俊宏因犯合同诈骗罪，被北京市东城区人民法院判处有期徒刑十二年，2004年1月入吉林省吉林监狱服刑。服刑期间，高俊宏认识了服刑犯人赵金喜，并请赵金喜为其办理保外就医。赵金喜找到时任吉林监狱第五监区副监区长的被告人林志斌，称高俊宏愿意出钱办理保外就医，让林志斌帮忙把手续办下来。林志斌答应帮助沟通此事。之后赵金喜找到服刑犯人杜迎涛，由杜迎涛配制了能表现出患病症状的药物。在赵金喜的安排下，高俊宏于同年3月24日服药后“发病”住院。林志斌明知高俊宏伪造病情，仍找到吉林监狱刑罚执行科的王连发（另案处理），让其为高俊宏办理保外就医，并主持召开了对高俊宏提请保外就医的监区干部讨论会。会上，林志斌隐瞒了高俊宏伪造病情的情况，致使讨论会通过了高俊宏的保外就医申请，然后其将高俊宏的保外就医相关材料报到刑罚执行科。期间高俊宏授意其弟高俊卫与赵金喜向林志斌行贿人民币5万元（林志斌将其中3万元交王连发）。2004年4月28日，经吉林监狱呈报，吉林省监狱管理局以高俊宏双肺肺炎、感染性休克、呼吸衰竭，批准高俊宏暂予监外执行一年。同年4月30日，高俊宏被保外就医。2006年5月18日，高俊宏被收监。 |
