During the period from 2009 to June 2011, Zhang Jianqiang, former deputy director of the Environmental Protection Bureau of Jiexi County of Guangdong Province, and former battalion chief of the Supervision Battalion thereof, was grossly irresponsible in his work. After finding some tungsten ore-washing mine fields operated illegally existed within the jurisdiction, he failed to perform his duties conscientiously to ban such mine fields in accordance with the law, but disposed of the circumstance by simply imposing a fine, which caused the long-term and continuous pollution discharges by the illegal tungsten ore-washing mine fields, and major environmental pollution. The restoration expenses for the polluted soil were as high as more than 6.186 million yuan, and huge losses were caused to national interests. On March 19, 2014, the Procuratorate of Jiexi County placed the case on file for investigation of Zhang Jianqiang for the suspected crime of malpractice in environmental regulation. On January 12, 2015, the court sentenced Zhang Jianqiang to a fixed-term imprisonment of one year for the crime of malpractice in environmental regulation.
