| For the purposes of continuing to thoroughly implement the deployment of the Fifth Plenary Session of the 18th CPC Central Committee and the Outline of the 13th Five-Year Plan for Economic and Social Development of the People's Republic of China for “implementing the plan for universal participation in social insurance to basically achieve the universal coverage of all persons entitled by the law” as well as the requirements of the Notice of the Ministry of Human Resources and Social Security on the Implementation of the “Plan for Registration for Universal Participation in Social Insurance” (No. 40 [2014], MOHRSS), you are hereby notified of matters concerning full registration for universal participation in social insurance as follows: | | 为继续深入贯彻落实党的十八届五中全会和国家“十三五”规划纲要关于“实施全民参保计划，基本实现法定人员全覆盖”的部署以及《人力资源社会保障部关于实施“全民参保登记计划”的通知》（人社部发〔2014〕40号）要求，现就全面实施全民参保登记工作有关事项通知如下： |
| I. Fully understanding the significance of the full registration for universal participation in social insurance. | | 一、充分认识全面实施全民参保登记工作的重要意义 |
| Since the pilot program of registration for universal participation in social insurance was launched in 2014, all localities have conscientiously implemented various working requirements, established the cooperation and security mechanism, conducted extensive publicity and mobilization, collected information by multiple means, achieved positive progress on registration for universal participation in social insurance and acquired valuable experience. At present, the conditions are set to embark on the full registration for universal participation in social insurance nationwide. The full registration for universal participation in social insurance is a premise and an importance foundation for implementing the plan for universal participation in social insurance, is a foothold for accelerating the construction of a long-term working mechanism for the expansion of coverage, is a key point for ensuring the objectives of universal coverage of the social security as determined by the 18th CPC Central Committee, and is of significance to further deepening the reform of the social security system and promoting more precise, accurate and refined management. The human resources and social security departments at all levels shall pay high attention to understanding the significance of the full registration for universal participation in social insurance from political and strategic perspectives, effectively enhance the awareness of responsibility and overall consciousness, and conscientiously ensure effective organization and implementation and the completion of the work related, so as to lay a solid foundation for the transformation of the social security system from universal coverage of system to that of all persons entitled. | | 自2014年全民参保登记工作启动试点以来，各地认真落实各项工作要求，建立工作协调与保障机制，广泛开展宣传动员，运用多种手段组织信息采集，全民参保登记工作取得积极进展，积累了宝贵经验，目前在全国范围内全面实施全民参保登记工作的条件已经具备。全面实施全民参保登记是实施全民参保计划的前提和重要基础，是加快构建扩面工作长效机制的有力抓手，也是确保实现党的十八大确定的社会保障全民覆盖目标的关键环节，对进一步深化社保制度改革，提高精确、精准、精细化管理水平具有重大意义。各级人社部门要高度重视，从政治和战略的高度深刻认识全面实施全民参保登记工作的重要意义，切实增强责任意识和大局意识，认真抓好组织实施和工作落实，为社会保障体系从制度全覆盖迈向人员全覆盖打下坚实基础。 |

The registration for universal participation in social insurance shall be launched in all provinces nationwide in 2017. By the end of the year, the competent provincial authorities shall have registered all target population within their respective jurisdictions, basically realize centralized management of registration data at the provincial level, and make good preparation for the establishment of a national registration information base for universal participation in social insurance and for the entry of the registration data of their respective provinces into the information base.
