| Your requests for approval of the implementation of an integrated pilot program of the reform and development of the domestic trade circulation system in nine cities including Shanghai have been received. With the approval of the State Council, the following reply is hereby provided: | | 你们关于请求批准在上海等9个城市开展国内贸易流通体制改革发展综合试点的请示收悉。经国务院批准，现函复如下： |
| I. The State Council consents to the implementation of an integrated pilot program of the reform and development of the domestic trade circulation system in Shanghai, Nanjing, Zhengzhou, Guangzhou, Chengdu, Xiamen, Qingdao, Huangshi, and Yiwu. | | 一、国务院同意在上海市、南京市、郑州市、广州市、成都市、厦门市、青岛市、黄石市和义乌市9个城市开展国内贸易流通体制改革发展综合试点。 |
| II. The pilot program shall adhere to the liberalization direction of the reform, with the building of a business environment under the rule of law as the main thread and with circulation innovation under the new normal as the driving force; and by deepening reform, promote the transformation of government functions, simplification of administrative procedures and decentralization of powers, break provincialism and industry monopoly, maximize the decisive role of the market in the allocation of resources, optimize the system and mechanisms of the development of domestic trade circulation, and improve the circulation regulations and rules and the credit system, so as to gradually form a business environment under the rule of law in which the governments administer by law, enterprises operate in compliance with the law, intermediaries are self-regulated, and there is also effective public scrutiny, as well as a coordinated and efficient domestic trade circulation management system with a clear division of labor, and enhance the capacity of domestic trade circulation in serving the general economic and social development. | | 二、试点工作要坚持市场化改革方向，以建设法治化营商环境为主线，以新的流通创新为引领，通过深化改革，推动政府转变职能、简政放权，打破地区封锁和行业垄断，充分发挥市场配置资源的决定性作用，优化内贸流通发展的体制机制，完善流通法规、规则和诚信体系，逐步形成政府依法行政、企业守法经营、中介组织规范自律、社会公众有效监督的法治化营商环境和分工明确、协调高效的内贸流通管理体制，增强内贸流通服务经济社会发展全局的能力。 |
| III. The people's governments of the cities covered by the pilot program shall, in accordance with the Plan for an Integrated Pilot Program of the Reform and Development of the Domestic Trade Circulation System, center on the exploration and establishment of innovation-driven circulation development mechanisms, building of a business environment under the rule of law, establishment of circulation infrastructure development models, improvement of a unified and efficient circulation management system, and other main tasks; and in light of local realities and by highlighting their distinguishing features, formulate their respective plans for the pilot program, and file them with the Ministry of Commerce. | | 三、试点城市人民政府要根据《国内贸易流通体制改革发展综合试点方案》，围绕探索建立创新驱动的流通发展机制、建设法治化营商环境、建立流通基础设施发展模式、健全统一高效的流通管理体制等主要任务，结合实际，突出特色，制订本市试点工作方案，报商务部备案。 |
| IV. The people's governments of the cities covered by the pilot program shall enhance the organization and leadership of the pilot program, effectively conduct comprehensive coordination, strengthen policy support, diligently implement various tasks of the pilot program, and summarize and report the progress of the pilot program and the experience gained in a timely manner. The people's governments of the provinces where the cities covered by the pilot program are located shall attach great importance to and strengthen the guidance and policy support for the pilot program. | | 四、试点城市人民政府要加强对试点工作的组织领导，搞好综合协调，强化政策保障，认真落实各项试点任务，及时总结报送试点工作进展及取得的经验。试点城市所在省级人民政府要高度重视，加强对试点工作的指导和政策支持。 |
V. The Ministry of Commerce shall, in conjunction with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Transport, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the State Post Bureau, and the All China Federation of Supply and Marketing Cooperatives, effectively provide macro guidance and oversee implementation, carry out assessment in due time, and submit the assessment results to the State Council.
