| According to the Measures for the Administration of Departmental Statistical Survey Projects (Order No. 22 [2017], National Bureau of Statistics), the Ministry of Commerce, the National Bureau of Statistics, and the State Administration of Foreign Exchange have made amendments and supplements to the Statistical Rules on Foreign Direct Investment issued in December 2016 in light of the characteristics of foreign investment business in China in the past two years and the need for high-quality development. The main amendments are as follows: | | 根据《部门统计调查项目管理办法》（国家统计局令2017年第22号）的规定，商务部、国家统计局、国家外汇管理局结合近两年我国对外投资业务特点及高质量发展的需要，对2016年12月印发的《对外直接投资统计制度》进行了修订和补充。主要调整内容如下： |

| 1. Adding the relevant content of “(9) Quality Control”. | | （一）增加“（九）质量控制”相关内容。 |
| (1) The statistical standards and principles for foreign direct investment involved in these Rules shall comply with the relevant provisions of the Benchmark Definition of Foreign Direct Investment (the Fourth Edition) of the Organization for Economic Co-operation and Development (“OECD”), and the statistical data are comparable with those of the most countries (regions) in the world. | | 1、本制度涉及对外直接投资统计标准、原则遵循经济合作与发展组织（OECD）《关于外国直接投资基准定义》（第四版）有关规定，统计数据与全球大多数国家（地区）具有可比性。 |
| (2) The Ministry of Commerce shall make a public announcement for the statistical work of foreign direct investment of provincial appropriate commerce departments and central enterprises (entities), strengthen statistical management, and continuously improve the quality of statistical data. | | 2、商务部定期对各省级商务主管部门和中央企业（单位）的对外直接投资统计工作开展情况进行通报，加强统计管理，不断提升统计数据质量。 |
| (3) The Ministry of Commerce shall develop the Provisions on the Relevant Responsibilities for Preventing Statistical Fraud and Falsification in the Commercial Field, implement the statistical responsibilities, comprehensively guard and seriously fight against commercial statistics fraud, and guarantee the quality of statistical data. | | 3、商务部制定《关于防范商务领域统计造假弄虚作假有关责任的规定》，落实统计责任，全面防范和严肃惩治商务统计造假，保障统计数据质量。 |
(4) To ensure the completeness and accuracy of the statistical data, all provincial appropriate commerce departments and relevant central enterprises shall effectively conduct statistical training on foreign direct investment within their jurisdictions and for subordinate entities.
