| Several Opinions on Strengthening the System of Comprehensive Social Services for Agricultural Science and Technology | | 关于加强农业科技社会化服务体系建设的若干意见 |
| The system of comprehensive social services for agricultural science and technology is a network and organizational structure composed of various entities providing scientific and technological services for agricultural development, and it is an important component of the innovation system of agricultural science and technology and the system of comprehensive social services for agriculture. For a long time, the system of comprehensive social services for agricultural science and technology, dominated by public welfare service agencies such as institutions promoting agricultural technology, has played a significant role in promoting agricultural development and innovation-driven rural revitalization. As the organizational forms and production modes of agriculture have undergone profound changes, problems such as insufficient supply of scientific and technological services and poor connection between supply and demand have become increasingly prominent, making it more difficult to adapt to the needs of transformation, upgrade and high-quality development of agriculture. For the purposes of further strengthening the system of comprehensive social services for agricultural science and technology, improving the efficiency of agricultural science and technology services, guiding and supporting the high-quality development of agriculture, and promoting the modernization of agriculture and rural areas, the Opinions are hereby offered as follows. | | 农业科技社会化服务体系是为农业发展提供科技服务的各类主体构成的网络与组织系统，是农业科技创新体系和农业社会化服务体系的重要内容。长期以来，以农技推广机构等公益性服务机构为主体的农业科技社会化服务体系在推进农业发展、创新驱动乡村振兴中发挥了重要作用。随着我国农业组织形式和生产方式发生深刻变化，科技服务有效供给不足、供需对接不畅等问题日益凸显，越来越难以适应农业转型升级和高质量发展的需要。为进一步加强农业科技社会化服务体系建设，提高农业科技服务效能，引领和支撑农业高质量发展，推进农业农村现代化，现提出如下意见。 |

| 1. Guiding ideology | | （一）指导思想。 |
| Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, efforts shall be made to fully implement the underlying principle of the 19th CPC National Congress and the 2nd, 3rd and 4th Plenary Sessions of the 19th CPC Central Committee, remain dedicated to the people-centered notion of development, profoundly explore the innovation-driven development strategy and the rural revitalization strategy, and focus on both increasing the effective supply of agricultural science and technology services and strengthening the connection between supply and demand, with the goal of improving the efficiency of agricultural science and technology services. More efforts shall be made to accelerate the construction of the system of comprehensive social services for agricultural science and technology that is open for competition, supports mutual benefits for multiple parties, and encourages collaboration and efficiency by relying on market-oriented scientific and social service providers such as institutions promoting agricultural technology, universities, scientific research institutes, and enterprises. Further integration of enterprises, universities and scientific research institutes shall be promoted, and strong support shall be provided for deepening the supply-side structural reform in agriculture, promoting the high-quality development of agriculture and the modernization of agriculture and rural areas, and winning the critical battle against poverty. | | 以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中全会精神，坚持以人民为中心的发展思想，深入实施创新驱动发展战略和乡村振兴战略，以增加农业科技服务有效供给、加强供需对接为着力点，以提高农业科技服务效能为目标，加快构建农技推广机构、高校和科研院所、企业等市场化社会化科技服务力量为依托，开放竞争、多元互补、协同高效的农业科技社会化服务体系，促进产学研深度融合，为深化农业供给侧结构性改革、推进农业高质量发展和农业农村现代化、打赢脱贫攻坚战提供有力支撑。 |

| Clarifying functions and positions: Making full use of the decisive role of the market in the allocation of resources of agricultural science and technology services, making better use of the government's role in coordinating resources and providing stable policies, encouraging institutions promoting agricultural technology to assume primary responsibilities for public welfare services, supporting universities and scientific research institutes in further strengthening the commercial use of achievements and scientific and technological services, fully leveraging the strengths of enterprises and other market-oriented social service providers as primary entities of innovation services. | | 厘清职能、明确定位。充分发挥市场在农业科技服务资源配置中的决定性作用，更好发挥政府统筹资源、政策保障等作用，强化农技推广机构公益性服务主责，推动高校和科研院所进一步加强成果转化和科技服务，充分发挥企业等市场化社会化服务力量的创新服务主体作用。 |
| Stimulating vitality with reform and innovation: Adhering to the dual drivers of scientific and technological innovation and institutional innovation, striving to remove institutional barriers that restrict the flow of scientific and technological innovation elements, introducing innovation elements, such as advanced technologies, capital and skilled personnel, to the development of agriculture and rural areas, and accelerating positive interactions between scientific and technological innovations, human capital, modern finance and industrial development in the modernization of agriculture and rural areas; as well as improving incentive and support policies, fully mobilizing the enthusiasm of various entities of scientific and technological services, and continuously expanding the agricultural science and technology service industry. | | 改革创新、激发活力。坚持科技创新和体制机制创新双轮驱动，着力破除制约科技创新要素流动的体制机制障碍，将先进技术、资金、人才等创新要素导入农业农村发展实践，加快实现科技创新、人力资本、现代金融、产业发展在农业农村现代化建设中的良性互动。完善激励和支持政策，充分调动各类科技服务主体积极性，不断壮大农业科技服务业。 |
| Focusing on openness, collaboration and integration: Revolving around the demands for the integration of the processes of agricultural production from farmers to customers as well as the integration of primary, secondary and tertiary industries, remaining committed to the integrated development of public welfare services and for-profit services, the combination of special services with comprehensive services, and cultivating market-oriented entities of scientific and technological services; and leveraging the features and strengths of different entities of scientific and technological services, strengthening collaboration and coordination, and building an open, collaborative and efficient network of comprehensive social services. | | 开放协同、多元融通。围绕农业产前产中产后和一二三产业融合发展需求，坚持公益性服务与经营性服务融合发展、专项服务与综合服务相结合，培育市场化社会化科技服务主体。发挥不同科技服务主体的特色和优势，加强相互协作与融通，构建开放协同高效的社会化服务网络。 |
| Channeling resources to local areas and focusing on practical results: Continuing to assign talented personnel to the local level, introducing advanced technologies to rural areas, giving priority to “agriculture, rural areas and farmers”, leveraging the role of counties in integrating resources and providers of agricultural science and technology services, guiding various entities of scientific and technological services to pay attention to the primary level, channeling advanced and appropriate technologies to production lines, accelerating the commercial use of technological achievements in rural areas, sparing no effort in solving the pressing technical problems in the production and business operation of rural areas, and further improving farmers' sense of fulfillment and happiness. | | 重心下沉、注重实效。坚持人才下沉、科技下乡、服务“三农”，发挥县域综合集成农业科技服务资源和力量作用，引导各类科技服务主体深入基层，把先进适用技术送到生产一线，加速科技成果在农村基层的转移转化，着力解决农村生产经营中的现实科技难题，进一步提升广大农民获得感、幸福感。 |
| II. Encouraging institutions promoting agricultural technology to provide innovations in services | | 二、推进农技推广机构服务创新 |
| 3. Strengthening the building capacity of institutions promoting agricultural technology: In response to the actual needs of local areas and in accordance with the regional ecological conditions in agricultural production and the characteristics of agricultural development, focus shall be placed on the primary role of public welfare services, the development of institutions promoting agricultural technology shall be further strengthened, the distribution of institutions promoting agricultural technology shall be optimized, and necessary conditions for experiments and demonstration as well as equipment and facilities for technical services shall be provided. Efforts shall be strengthened to demonstrate and promote major technologies in fields such as eco-friendly production, ecological and environmental protection, quality and safety. The capability of supporting poverty relief and preventing serious epidemic outbreak and unexpected disasters shall be enhanced. 4. Improving the services of institutions promoting agricultural technology at the local level: Institutions promoting agricultural technology at the local level shall be encouraged to provide small farmers and new forms of agribusinesses with a full range of precise and personalized scientific and technological services. The building of a team of professional personnel for institutions promoting agricultural technology at the local level shall be strengthened. A plan for improving the competency of agricultural science and technology personnel shall be implemented, and a special recruitment plan for agricultural technology promotion services shall be implemented in poverty-stricken areas. The role of institutions promoting agricultural technology at the local level in guiding and managing for-profit agricultural technology services and activities shall be leveraged (Leading department: Ministry of Agriculture and Rural Affairs; deadline for completion: 2022)
