| Article 1. In accordance with the Decision of the CPC Central Committee on Deepening the Reform of the Party and State Institutions and the Plan for Deepening the Institutional Reform of the Party and State deliberated and adopted by the Third Plenary Session of the 19th CPC Central Committee as well as the Institutional Reform Plan of the State Council approved by the first session of the National People's Congress, this Provisions is hereby formulated. | | 第一条 根据党的十九届三中全会审议通过的《中共中央关于深化党和国家机构改革的决定》、《深化党和国家机构改革方案》和第十三届全国人民代表大会第一次会议批准的《国务院机构改革方案》，制定本规定。 |
| Article 2 The Ministry of Culture and Tourism is an integral part of the State Council at the ministerial level. | | |

| (1) Implementing the guidelines and policies relating to cultural activities of the Party, studying and developing measures and policies for cultural and tourism industries, and drafting the laws and regulations on culture and tourism. | | （一）贯彻落实党的文化工作方针政策，研究拟订文化和旅游政策措施，起草文化和旅游法律法规草案。 |

| (3) Managing significant cultural activities nationwide, guiding the construction of the country's key cultural facilities, organizing the activities of promoting the overall image of the country's tourist attractions, encouraging the international cooperation and market promotion in cultural and tourism industries, devising the strategy of tourism market development and organizing its implementation, and offering guidance and support to comprehensive development of tourism industry. | | （三）管理全国性重大文化活动，指导国家重点文化设施建设，组织国家旅游整体形象推广，促进文化产业和旅游产业对外合作和国际市场推广，制定旅游市场开发战略并组织实施，指导、推进全域旅游。 |
| (4) Guiding and managing cultural and artistic activities, providing guidance to artistic creation and production, supporting the literary and artistic works that embody the core values of socialism and that lead to, represent and demonstrate certain values, and advancing the development of different art genres and varieties. | | （四）指导、管理文艺事业，指导艺术创作生产，扶持体现社会主义核心价值观、具有导向性代表性示范性的文艺作品，推动各门类艺术、各艺术品种发展。 |
| (5) Managing the development of public cultural undertakings, promoting the construction of the country's public cultural service system and public tourism services, deepening the implementation of cultural projects that improve people's livelihood, and comprehensively enhancing the standardization and equalization of basic public cultural services. | | （五）负责公共文化事业发展，推进国家公共文化服务体系建设和旅游公共服务建设，深入实施文化惠民工程，统筹推进基本公共文化服务标准化、均等化。 |
| (6) Guiding and driving the technological innovation and development in culture and tourism fields, and promoting the construction of information-driven and standardized cultural and tourism industries. | | （六）指导、推进文化和旅游科技创新发展，推进文化和旅游行业信息化、标准化建设。 |
| (7) Administering the protection of intangible cultural heritages, and strengthening the protection, inheritance, popularization, promotion and revitalization of intangible cultural heritages. | | （七）负责非物质文化遗产保护，推动非物质文化遗产的保护、传承、普及、弘扬和振兴。 |
| (8) Making comprehensive plans for cultural and tourism industries, organizing and conducting general survey, exploration, protection and utilization of cultural and tourism resources, and advancing the development of cultural and tourism industries. | | （八）统筹规划文化产业和旅游产业，组织实施文化和旅游资源普查、挖掘、保护和利用工作，促进文化产业和旅游产业发展。 |
(9) Providing guidance to the development of cultural and tourism markets, exercising supervision over the operation of cultural and tourism markets, driving the construction of a credit system in cultural and tourism industries, and standardizing cultural and tourism markets according to the law.
