| With the consent of the State Council, the Implementation Plan for Supporting the Construction of Hainan Bo'ao Lecheng International Medical Tourism Pilot Zone (hereinafter referred to as the “Plan”) is hereby issued to you, and the relevant matters are notified as follows: | | 经国务院同意，现将《关于支持建设博鳌乐城国际医疗旅游先行区的实施方案》（以下简称《方案》）印发给你们，并就有关事项通知如下。 |
| I. To build the Hainan Bo'ao Lecheng International Medical Tourism Pilot Zone, efforts shall be made to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, fully implement the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee, coordinate and promote the “five-sphere integrated plan” and the “four-pronged comprehensive strategy”, stay committed to reform and innovation and preliminary trials, continue to focus on the task of deepening the supply-side structural reform, conform to the highest international standards, promote the development of international medical tourism and high-end medical services, and create an important supporting platform for the construction of the Hainan International Tourism Consumption Center. | | 一、建设博鳌乐城国际医疗旅游先行区要以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中全会精神，统筹推进“五位一体”总体布局，协调推进“四个全面”战略布局，坚持改革创新、先行先试，坚持以深化供给侧结构性改革为主线，对标国际最高标准，以高水平开放推动国际医疗旅游和高端医疗服务发展，打造海南国际旅游消费中心建设的重要支撑平台。 |

The people's government of Hainan Province shall earnestly fulfill its primary duties, strengthen organizational leadership, improve work mechanism, implement work responsibilities, and exercise more effective supervision. The people's government shall also promote the fulfillment of various objectives and tasks specified in the Plan, report the major issues to the leading group of supporting Hainan in comprehensively deepening the reform and opening-up in a timely and orderly manner, and file the significant matters for approval according to procedures. | | 二、海南省人民政府要切实履行主体责任，加强组织领导，完善工作机制，落实工作责任，加强有效监管，推进落实本《方案》明确的各项目标任务，重大问题及时按程序向推进海南全面深化改革开放领导小组报告，重大事项按程序报批。 |

| IV. | For the purposes of further fulfilling the spirit of the significant speech delivered by General Secretary Xi Jinping for the conference marking the 30th anniversary of the establishment of Hainan as a province and a special economic zone, implementing the relevant arrangements as prescribed in the Guiding Opinions of the State Council on Supporting Hainan in Comprehensively Deepening the Reform and Opening-up (No. 12 [2018], NDRC), and accelerating the development of Bo'ao Lecheng International Medical Tourism Pilot Zone (hereinafter referred to as the “Pilot Zone”) with high standards and high quality, the Plan is developed with the consent of the State Council. | | 为深入贯彻习近平总书记在庆祝海南建省办经济特区30周年大会上的重要讲话精神，落实《中共中央国务院关于支持海南全面深化改革开放的指导意见》（中发〔2018〕12号）有关部署，加快推进博鳌乐城国际医疗旅游先行区（以下简称“先行区”）高标准高质量发展，经国务院同意，制定本方案。 |

| In 2025, the Pilot Zone shall make significant breakthroughs in building distinctive and technically advanced medical centers and the R&D and commercialization bases of cutting-edge medical technologies, and reach international levels in medical technologies, medical equipment, and medicines. In 2030, medical services and scientific researches in the Pilot Zone shall take a leading position both at home and abroad, creating industrial clusters and brand effects; and the Pilot Zone shall build itself into the world's first-class international medical tourism destination and the innovation platform of medical science and technology. | | 到2025年，先行区在建设特色技术先进临床医学中心、尖端医学技术研发转化基地等方面取得突破性进展，实现医疗技术、装备、药品与国际先进水平“三同步”。到2030年，医疗服务及科研达到国内领先、国际先进水平，充分形成产业集聚和品牌效应，建设成为世界一流的国际医疗旅游目的地和医疗科技创新平台。 |

1) Supporting the introduction of domestically renowned medical and healthcare resources: authorizing three to five public hospitals under the National Health Commission and the State Administration of Traditional Chinese Medicine to allow the medical institutions in the Pilot Zone to use their brands, trademarks, technologies, and management methods in the form of franchising; the prices of such service items such as medical health and remote medical services shall be adjusted according to the market needs, and be managed by record-filing. The franchising benefits gained by the authorized public hospitals shall be used for their own growth and development; and the salaries and awards to the dispatched technical professionals shall not be taken as part of the franchising benefits, and shall be separately negotiated between the public hospitals and the franchisee.
