| The State Council hereby approves the establishment of the State Council Inter-Ministerial Joint Meeting System for Trade Facilitation under the charge of the leaders of the State Council. The Joint Meeting shall neither have its own official seal nor officially issue documents. The work of the Joint Meeting shall be organized and carried out according to the spirit of the relevant documents of the State Council. | | 同意建立由国务院领导同志牵头负责的国务院贸易便利化工作部际联席会议制度。联席会议不刻制印章，不正式行文，请按照国务院有关文件精神认真组织开展工作。 |

| | 为实施世界贸易组织《贸易便利化协定》（以下简称《协定》），提升我国贸易便利化水平，培育我国外贸竞争新优势，推动我国外贸持续、稳定和健康发展，经国务院同意，建立贸易便利化工作部际联席会议（以下简称联席会议）制度。《协定》生效后，联席会议对外名称为中国国家贸易便利化委员会。 |
| | 一、主要职能 |
| | 在国务院领导下，研究部署、统筹指导贸易便利化工作。围绕《协定》实施开展工作，加强对我国贸易便利化工作的宏观指导，研究确定提高我国贸易便利化水平的政策举措，协调各部门的贸易便利化政策；对《协定》实施提供工作指导，协调解决实施中遇到的重大问题；对实施情况进行监督，及时总结实施的成功典型经验并推广；统筹贸易便利化领域的对外交流与国际合作；完成国务院交办的其他事项。
