Departments for commerce, industry and information technology, ecology and environment, agriculture and rural affairs and market supervision of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps; all branches and operations offices of the People's Bank of China ("PBC"), all central sub-branches of the PBC in the capital cities of provinces (autonomous regions), all local offices of the China Banking and Insurance Regulatory Commission; and all branches of the China Federation of Logistics and Purchasing; 各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务、工业和信息化、生态环境、农业农村、市场监管部门,中国人民银行各分行、营业管理部、各省会(首府)中心支行,银保监会各派出机构,中国物流与采购联合会各分支机构:
In April 2018, the Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Agriculture and Rural Affairs, the People's Bank of China, the State Administration for Market Regulation, the China Banking and Insurance Regulatory Commission, and the China Federation of Logistics and Purchasing jointly issued the Notice by Eight Departments Including the Ministry of Commerce Concerning Launching the Pilot Program to Innovate and Apply Supply Chains (Letter No. 142 [2018] of the Ministry of Commerce), deciding to launch a nationwide pilot program to innovate and apply supply chains in some cities and enterprises. On the basis of voluntary application by cities and enterprises and competitive selection by local governments, in harmony with the principle of “openness, fairness and impartiality”, the eight departments including the Ministry of Commerce jointly have organized an expert review of the proposals submitted by the cities and enterprises, and after the approval from various departments and publication, determined 55 pilot cities including Beijing and 266 pilot enterprises such as TCL Corporation. The list of pilot cities and enterprises are now issued to you, and you are hereby notified of the relevant requirements for the pilot program as follows: 2018年4月,商务部、工业和信息化部、生态环境部、农业农村部、人民银行、市场监管总局、银保监会、中国物流与采购联合会联合印发《商务部等8部门关于开展供应链创新与应用试点的通知》(商建函〔2018〕142号),决定在全国范围内开展供应链创新与应用城市试点和企业试点。在城市和企业自愿申报、地方择优推荐的基础上,本着“公平、公开、公正”的原则,商务部等8部门共同组织专家对城市和企业申报方案进行评审,并经各部门审核和社会公示,确定了北京等55个试点城市和TCL集团股份有限公司等266家试点企业。现将试点城市和试点企业名单印发给你们,并将试点有关要求通知如下。
I. Thoroughly implementing the spirit of the 19th CPC National Congress and further enhancing ideological understanding. Conducting the pilot program to innovate and apply supply chains is an important step to implement the spirit of the 19th CPC National Congress on fostering new growth areas in modern supply chain and other fields to form a new driving force, an explicit requirement of the Guiding Opinions of the General Office of the State Council on Vigorously Advancing the Innovation on and Application of Supply Chains (No. 84 [2017] of the General Office of the State Council), and a crucial foothold for promoting the supply-side structural reform and achieving high-quality development. All regions shall cherish the opportunity to be selected into the pilot program and attach importance to the pilot work. They shall be fully aware of the important position and role of supply chains in the modern economic system, taking this pilot program as an opportunity to actively explore supply-chain development technologies and modes with the Chinese characteristics. They shall encourage pilot cities to improve the supply chain system of key industries, explore new mechanisms and models for supply chain governance, and promoting economic transformation and upgrading. They shall motivate pilot enterprises to strengthen coordination and integration with upstream and downstream enterprises in the supply chain, thus achieving the industry's cost reduction and efficiency increase, matching of supply and demand, and green development.

   一、深入贯彻党的十九大精神,进一步提高思想认识开展供应链创新与应用试点,是贯彻党的十九大关于在现代供应链等领域培育新增长点、形成新动能精神的重要举措,是《国务院办公厅关于积极推进供应链创新与应用的指导意见》(国办发〔2017〕84号)的明确要求,是推动供给侧结构性改革、实现高质量发展的重要抓手。各地要珍惜试点机会、重视试点工作,充分认识供应链在现代经济体系中的重要地位和作用,以试点为契机,积极探索具有中国特色的供应链发展技术和模式,推动试点城市完善重点产业供应链体系,探索供应链治理新机制新模式,促进经济转型升级;推动试点企业加强与供应链上下游企业的协同和整合,实现产业降本增效、供需匹配和绿色发展。
