| The branches of the State Administration of Foreign Exchange (“SAFE”) in Liaoning, Inner Mongolia, Jilin, Heilongjiang, Guangxi, Yunnan, Tibet and Xinjiang (Provinces or Autonomous Regions); and all Chinese-funded designated foreign exchange banks: | | 国家外汇管理局辽宁、内蒙古、吉林、黑龙江、广西、云南、西藏、新疆（省、自治区）分局，各中资外汇指定银行： |
| To regulate and facilitate the settlement of border trade and promote the sound development of border trade between China and neighboring countries, you are hereby notified of the matters concerning foreign exchange administration as follows: | | 为规范和便利边境贸易结算，促进我国与周边国家边境贸易健康发展，现就外汇管理有关事宜通知如下： |
| I. This Notice shall apply to the foreign exchange business in relation to border trade. | | 一、本通知适用于办理与边境贸易相关的外汇业务。 |
| II. For the purpose of this Notice, the term “border trade” includes small-scale border trade and trade between border inhabitants. | | 二、本通知所称“边境贸易”包括边境小额贸易和边民互市。 |
| A “border trade enterprise” means an enterprise that has undergone recordation formalities with the competent department of commerce and is qualified to engage in the small-scale border trade. | | 边贸企业，系指在商务主管部门备案登记，有边境小额贸易经营资格的企业。 |
| III. A border trade enterprise or individual shall, when handling the foreign exchange receipt and payment in the name of trade, have a real, legitimate background for border trade transactions that is consistent with the import and export of goods and the amount thereof. The designated foreign exchange bank in a border province shall, in accordance with the principles of “knowing your customer,” “knowing your business” and “due diligence,” conduct an examination on the authenticity of import and export documents in border trade submitted by a border enterprise or individual as well as the consistency of the foreign exchange receipt and payment, and establish a sound internal management system. | | 三、边贸企业和个人以贸易名义办理外汇收支，应当具有真实、合法的边境贸易交易背景，与货物进出口及其金额等情况一致。边境省区外汇指定银行应按照“了解你的客户”、“了解你的业务”和“尽职审查”原则，对边贸企业和个人提交的边境贸易进出口单证的真实性及其与贸易外汇收支的一致性进行审查，并建立健全内控管理制度。 |
| IV. A border trade enterprise or individual may, when carrying out border trade activities with trade organizations outside China, use RMB, currencies of the neighboring countries or freely convertible currencies for pricing and settlement, or conduct settlement through barter trade. | | 四、边贸企业和个人与境外贸易机构开展边境贸易经营活动，可以使用人民币、毗邻国家货币或者可自由兑换货币计价结算，也可以使用易货的方式结算。 |
| When using RMB for settlement in border trade or when trade organizations outside China handle the opening and use of RMB settlement accounts for border trade and other businesses, relevant organizations and individuals shall follow the relevant provisions of the People's Bank of China. | | 边境贸易中使用人民币结算以及境外贸易机构办理人民币边境贸易结算账户的开立和使用等业务时，相关机构和个人应遵循中国人民银行有关规定。 |
V. A border trade enterprise shall, when collecting foreign cash under border trade, fill out a Declaration Form for Domestic Income, undergo the formalities for settlement or entry into account of foreign cash; If the amount of foreign cash to be settled or entered into account reaches the entry limit for customs declaration, the border trade enterprise shall still provide the original declaration form for carrying foreign cash into China bearing the customs seal. A border trade enterprise shall pay foreign cash for import under border trade in accordance with the current provisions on the administration of foreign cash.
．．．．．． | | 五、边贸企业边境贸易项下出口收取外币现钞，应当填写《境内收入申报单》，凭商业单据（合同或发票）和出口货物报关单办理现钞结汇或入账手续；上述现钞结汇或现钞入账金额达到规定入境申报金额的，边贸企业还应提供经海关签章的携带现钞入境申报单正本。边贸企业边境贸易项下进口支付外币现钞，按照现行外币现钞管理规定办理。
