国务院关于节能减排工作情况的报告

全国人民代表大会常务委员会：
受国务院委托，现就节能减排工作报告3个方面内容，请审议。
　　一、关于“十二五”前三年节能减排工作进展情况
党中央、国务院对节能减排高度重视，各地区、各部门认真贯彻党中央、国务院的决策部署，把节能减排作为转变发展方式、经济提质增效、建设生态文明的重要抓手，取得重要进展。
（一）指标完成情况。
根据“十二五”规划纲要，节能减排约束性指标共有6个，具体要求是：2015年与2010年相比，全国单位国内生产总值能耗降低16%，二氧化碳排放强度下降17%，化学需氧量和二氧化硫排放总量分别下降8%，氨氮、氮氧化物排放总量分别下降10%。
据统计，2013年与2010年相比，全国单位国内生产总值能耗和二氧化碳排放强度分别下降9.03%、10.68%，“十二五”前三年累计节能约3.5亿吨标准煤，相当于减少二氧化碳排放8.4亿吨。2013年全国化学需氧量、二氧化硫、氨氮、氮氧化物排放总量分别为2352.7万吨、2043.9万吨、245.7万吨、2227.3万吨，与2010年相比分别下降7.8%、9.9%、7.1%、2.0%。
