| For the purposes of advancing according to the law the reform of simplification of administrative procedures, decentralization of powers, combination of decentralization and appropriate control, and optimization of services, and further promoting “Internet + Government Services” and “one-stop online government services,” the State Council has reviewed the relevant administrative regulations incommensurate with “one-stop online government services.” Upon review, the State Council hereby decides to amend certain clauses of six administrative regulations. | | 为了依法推进简政放权、放管结合、优化服务改革，深入推进“互联网＋政务服务”和政务服务“一网通办”，国务院对与政务服务“一网通办”不相适应的有关行政法规进行了清理。经过清理，国务院决定：对6部行政法规的部分条款予以修改。 |
| I. Paragraph 1 of Article 33 of the Regulation on the Administration of Urban Roads is amended to read: “Where any urban road needs to be dug for the need of a construction project, an applicant shall submit the document issued with the approval of the municipal planning authority and the relevant design documents, and may not dig the urban road as required until it has obtained approval from the municipal engineering administrative department and the traffic administrative department of the public security authority.” | | 一、将《城市道路管理条例》第三十三条第一款修改为：“因工程建设需要挖掘城市道路的，应当提交城市规划部门批准签发的文件和有关设计文件，经市政工程行政主管部门和公安交通管理部门批准，方可按照规定挖掘。” |
II. Article 8 of the Interim Regulation on the Collection and Payment of Social Insurance Premiums is amended to read: “An enterprise shall, when making registration, undergo the formalities for social insurance registration at the same time.
