| Article 1. These Regulations are formulated in accordance with the relevant laws and decrees of the People's Republic of China and the Regulations on Special Economic Zones in Guangdong Province, in order to strengthen the control of persons travelling between the Shenzhen Special Economic Zone (hereinafter referred to as the Special Zone) and inland areas, to promote and protect construction in the Special Zone and to safeguard the interests of the State. | | 第一条 为加强深圳经济特区（以下简称特区）与内地之间人员往来的管理，促进和保护特区的建设，维护国家利益，根据中华人民共和国有关法律、法规和《广东省经济特区条例》，制定本规定。 |

| Article 2. A land administration line with administrative facilities should be established between the Special Zone and inland areas, and the armed troops of the People's Police Force shall be responsible for carrying out patrols. | | 第二条 在特区与内地之间建立有管理设施的陆地管理线，由人民武装警察部队负责巡逻管理。 |
The patrol path along the land administrative line is only for the use of the armed troops of the People's Police Force and relevant inspection and administrative personnel. Those sections of the road which were originally for civil use may still be used by civilian vehicles. | |
陆地管理线的巡逻路，只供人民武装警察部队巡逻和有关检查管理人员执勤使用。原属民用的路段，仍可供民用车辆使用。 |

| Article 3. The road junctions along the land administration line at Nantou, Baimang, Beiji, Shawan, Yantian and Beizijao are for the use of persons and vehicles travelling to and from the Special Zone and inland areas. The Public Security department responsible for border defence and Customs authorities shall separately establish organisations to undertake inspection and control. | | 第三条 陆地管理线上的南头、白芒、布吉、沙湾、盐田、 仔角公路道口，供往来特区与内地之间的人员、车辆通行，由公安边防部门和海关分别设立机构检查管理。 |

| Article 4. A side road shall be constructed at Anle yongkou,Anle,Jiaan,the side of Liu Xiandong mountain, the entrance to Liuxiandong village, Nincheng junction, the entrance to Baimangvillage,Dawangkeng,Makan,Dakan,East Dakan,East Fulin,Changlingpi,East Changlingpi, Meilinao, Bujijichang (poultry farm),Zhanggongling,Xiuwuxia,Hekengdu, Pengkengloug,Xincunguoyuan(new village fruit farm),Dawang,Xingtianzi,Hengpailing,Xikeng,Libei,Xiaosanzhou, Dashuikeng,Xinshangbing,altogether 29 places along the land administration line, to be used as pass-ways for the residents living on both sides of the line and for the movement of tractors used in cultivation.Residents must only use their designated road junctions and supervision and control will be undertaken by the Public Security department responsible for border defence. | | 第四条 在陆地管理线上的安乐涌口、安乐、甲岸、留仙洞侧岭、留仙洞村前、牛成路口、白芒村前、大王坑、麻坎、大坎、大坎东、福林东、长岭皮、长岭皮东、梅林坳、吉鸡场、樟公 、新屋吓、禾坑肚、澎坑垄、新村果园、大望、新田仔、横排岭、锡坑、坜背、小三洲、大水坑、新上坪等二十九个地方，各设立一个人行便道口，只供陆地管理线两侧附近的居民及其耕作使用的拖拉机，按照指定道口往来特区通行使用，由公安边防部门检查管理。 |

| Article 5. Offshore Public Security inspection stations will be established at Gupojia and Beizijiao (temporarily at Dameisha) along the coast of the Special Zone, to carry out inspections of persons and vessels coming and going between the Special Zone and inland areas. | | 第五条 在特区海岸的姑婆角和 仔角（暂在大梅沙）设立海上公安检查站，由公安边防部门对海上往来特区与内地之间的人员和船舶进行检查。 |
Dongjiaotou and Shangping Dock situated within the Special Zone are for the use of persons and vessels entering and leaving the Special Zone from the sea. The Public Security department responsible for border defence and Customs authorities shall separately establish organisations to undertake inspection and control;Daxin,Houhai and Dachong Docks are only to be used by fishermen and oyster gatherers from the Special Zone when putting to sea to engage in fishing activities and will be controlled and inspected by the Public Security department responsible for border defence. Yantian and Shekou aquatic product docks are to be used as special docks for fishermen and oyster gatherers putting to sea to engage in fishing activities and will be controlled and inspected by the local police station.

特区内的东角头、上 码头，供从海上进出特区的人员、船舶使用，由公安边防部门和海关分别设立机构检查管理；大新、后海、大冲码头，只供特区渔民、蚝民出海生产使用，由公安边防部门检查管理；盐田、蛇口水产码头，供渔民、蚝民出海生产使用，由当地公安派出所检查管理。
