| Chapter I General Provisions | | 第一章 总则 |
| |
|
| Article 1 These Measures are formulated with a view to strengthening the administration of the band tests of social art skills, safeguarding the rights and interests of examinees, promoting the regulation of the work relating to the band tests of social art skills, guaranteeing the quality of the work relating to the band tests of social art skills and promoting the sound development of the educational undertaking of social arts. | | 第一条 为了加强对社会艺术水平考级活动的管理，维护考生利益，促进社会艺术水平考级工作的规范化，保障社会艺术水平考级工作的质量，推动社会艺术教育事业的健康发展，制定本办法。 |

| Article 2 The term "band tests of social art skills" (hereinafter referred to as "art band tests") means the test and assessment and the guidance of the art skills of the persons learning the arts conducted by the institution for the band tests of social art skills (hereinafter referred to as "art band tests institution") with qualifications by examinations in accordance with these Measures. | | 第二条 社会艺术水平考级（以下简称“艺术考级”）是指依照本办法取得资格的社会艺术水平考级机构（以下简称“艺术考级机构”），通过考试形式对学习艺术人员的艺术水平进行测评和给予指导的活动。 |

| Article 3 The band tests of social art skills must take the popularization of art education and the improvement of national qualities as their aims, abide by the art education law, adhere to the principle of openness, impartiality, fairness and voluntariness and give first priority to social effect. | | 第三条 艺术考级必须以普及艺术教育，提高国民素质为宗旨，遵循艺术教育规律，坚持公开、公正、公平和自愿应试的原则，把社会效益放在首位。 |

| Chapter II Administrations | | 第二章 管理机构 |
| |
|
| Article 4 The Ministry of Culture shall be responsible for the planning, coordination and regulation of national art band tests and perform the following functions: | | 第四条 文化部负责全国艺术考级的规划、协调和监督管理工作，履行下列职能： |
| |
|
| (1) To organize the formulation and implementation of policies and regulations relating to art band tests; | | （一）组织制定和贯彻实施艺术考级的政策、法规； |
| |
|
| (2) To formulate the planning of the work relating to national art band tests and to determine the quantity, distribution and structure of art band tests institutions; | | （二）制定全国艺术考级工作规划，确定艺术考级机构的总量、布局、结构； |
| |
|
| (3) To examine and approve the establishment of an art band tests institution setting up trans-provincial (autonomous region or municipality directly under the Central Government) art band tests; | | （三）审批跨省（自治区、直辖市）开办艺术考级活动的艺术考级机构； |
| |
|
| (4) To implement and guide the implementation of the supervision and inspection of national art band tests; | | （四）实施和指导实施对全国的艺术考级活动的监督检查； |
| |
|
| (5) To organize the promotion of the evaluation of art band tests institutions; | | （五）组织开展对艺术考级机构的评估工作； |
| |
|
| (6) To be responsible for the organization and administration of the Specialists' Guidance Commission for the Work Relating to the National Band Tests of Social Art Skills; and | | （六）负责全国社会艺术水平考级工作专家指导委员会的组织管理工作； |
| |
|
| (7) To coordinate the relevant departments to conduct research into the major matters involved in the work relating to art band tests, and to make decisions on them. | | （七）协调有关部门对艺术考级工作的有关重大事项进行研究并作出决定。 |
| |
|
| Article 5 The administrative department in charge of culture under the local people's government at the country level and above shall be responsible for implementing thoroughly the policies and regulations of the State relating to art band tests within its administrative region and supervising and inspecting art band tests. | | 第五条 县级以上地方人民政府文化行政部门负责在本行政区域内贯彻执行国家关于艺术考级的政策、法规，监督检查艺术考级活动。 |
The administrative department in charge of culture under the people's government of a province, autonomous region and municipality directly under the Central Government shall be responsible for examining and approving the establishment of an art band tests institution setting up art band tests in its administrative region. | |
省、自治区、直辖市人民政府文化行政部门负责审批在本行政区域内开办艺术考级活动的艺术考级机构。 |

Article 6 The Specialists' Guidance Commission for the Work
Relating to the National Band Tests of Social Art Skills shall be
an art band tests institution under the leadership of the Ministry of Culture, which consists of the specialists who are engaged by the Ministry of Culture and whose terms are four years. Its functions and duties shall be as follows: | | 第六条 全国社会艺术水平考级工作专家指导委员会是在文化部领导下的艺术考级指导机构，由文化部聘请专家组成，每届任期四年。其职责是： |
| |
|
| (1) To conduct research into the policies and regulations etc. regarding the work relating to art band tests; | | （一）开展艺术考级工作有关政策、法规等方面的研究； |
| |
|
| (2) To examine and approve the specialized catalogues for, standards and syllabuses of art band tests; | | （二）审定艺术考级专业目录、艺术考级标准、艺术考级教学大纲； |
| |
|
| (3) To formulate the standards for identifying the qualifications of the examiners of art band tests and to examine and approve the qualifications of the examiners of art band tests; | | （三）制定艺术考级考官资格认定标准，审定艺术考级考官资格； |
| |
|
| (4) To formulate the standards for identifying the qualifications of the coaching teachers of art band tests and to direct the training of the coaching teachers of art band tests; | | （四）制定艺术考级辅导教师资格认定标准，指导艺术考级辅导教师的培训工作； |
| |
|
| (5) To formulate the standards for the evaluation of art band tests institutions; and | | （五）制定艺术考级机构评估标准； |
| |
|
| (6) To demonstrate the qualifications of the entity applying for setting up art band tests and to submit the written demonstrated result to the examination and approval authorities. | | （六）论证申请单位开办艺术考级活动的资格，并向审批机关提供书面论证结果。 |
| |
|
| Article 7 The Center for the National Band Tests of Social Art Skills shall be the art band tests service institution led by the Ministry of Culture and guided by the Specialists' Guidance Commission for the Work Relating to the National Band Tests of Social Art Skills, and it shall perform the following functions: | | 第七条 全国社会艺术水平考级中心，是在文化部领导和全国社会艺术水平考级工作专家指导委员会指导下的艺术考级工作服务机构，履行下列职责： |

|
| (1) To publicize the policies and regulations relating to art band tests, and to issue the information on the work relating to art band tests; | | （一）宣传艺术考级的政策、法规，发布艺术考级工作信息； |
| |
|
| (2) To print and issue the Qualification Certificate for Examiners of the Band Tests of Social Art Skills; | | （二）印发《社会艺术水平考级考官资格证书》； |
| |
|
| (3) To supervise the manufacture of the Certificate for the Test Band of Social Art Skills; | | （三）监制《社会艺术水平考级证书》； |
| |
|
| (4) To organize and coordinate the training of the coaching teachers of art band tests; | | （四）组织协调艺术考级辅导教师的培训工作； |
| |
|
| (5) To organize to carry out the research into the theories on art band tests and the academic exchange, demonstration and display; and | | （五）组织开展艺术考级理论研究、学术交流和展演展示活动； |
| |
|
| (6) To finish other work transferred by the Ministry of Culture. | | （六）完成文化部交办的其他工作。 |
| |
|
| Chapter III Art Band Tests Institutions and Examiners | | 第三章 艺术考级机构和考官 |
| |
|
| Article 8 Art band tests institutions mean such art schools, professional art bodies, specialized associations and art institutions that obtain the qualifications for setting up the art band tests in accordance with these Measures. | | 第八条 艺术考级机构是指根据本办法规定取得开办艺术考级活动资格的艺术学校、专业艺术团体、专业协会和艺术事业单位。 |

|
| Article 9 Such entity that applies for setting up an art band test shall fulfill the following conditions: | | 第九条 申请开办艺术考级活动的单位，应当具备下列条件： |
| |
|
| (1) It shall have an independent legal person status; | | （一）独立的法人资格； |
| |
|
| (2) Its main business is associated in a specialized way with the art band test whose setting up is applied for, and have a fine academic art level and social goodwill; | | （二）主要业务与申请开办艺术考级专业相关，并具有良好的艺术、学术水准和社会信誉； |
| |
|
| (3) It shall compile on its own accord and publish officially the textbooks for art band test; | | （三）自编并正式出版发行的艺术考级教材； |
| |
|
| (4) It must have the specialized examiners corresponding to the specialty of the art band test whose setting up is applied for, and its examiners shall account for 2/3 of all examiners; | | （四）申请开办的艺术考级专业必须有本单位的相应专业的考官，并且本单位考官应当占考官总数的三分之二以上； |
| |
|
| (5) It shall have the places and facilities meeting the need of art band test; and | | （五）适应艺术考级需要的场所和设施； |
| |
|
| (6) It shall have special working institutions and sound bylaws and systems. | | （六）专门的工作机构和健全的规章制度。 |
| |
|
| Article 10 The application for setting up the trans-provincial (autonomous region or municipality directly under the Central Government) art band test shall be examined and approved by the Ministry of Culture. The application for setting up the art band test in the administrative region of a province, autonomous region or municipality directly under the Central Government in the place where the test is to be set up shall be examined and approved by the administrative department in charge of culture of the province, autonomous region and municipality directly under the Central Government who shall report the matter to the Ministry of Culture for the record. | | 第十条 申请跨省（自治区、直辖市）开办艺术考级活动的，报文化部审批；申请在所在地省、自治区、直辖市行政区域内开办艺术考级活动的，报所在地省、自治区、直辖市人民政府文化行政部门审批，并由省、自治区、直辖市人民政府文化行政部门报文化部备案。 |

Article 11 The examination and approval authority shall, with 20 days from the date of accepting the application, make a written decision on whether to grant an approval. If a decision is unable to be made within 20 days, another 10 days may be extended subject to the approval of the principal of the examination and approval authority. And the applicant shall be informed of the reasons. If an approval is granted, the Qualification Certificate for the Band Tests of Social Art Skills shall be issued. If an approval is not granted, the reasons shall be explained in writing.
．．．．．． | | 第十一条 审批机关应当自受理申请之日起20日内，作出是否批准的书面决定。20日内不能作出决定的，经审批机关负责人批准，可以延长10日，并应当将延长期限的理由告知申请单位。批准的，核发《社会艺术水平考级资格证书》；不予批准的，应当书面说明理由。
