| For the purposes of thoroughly implementing the spirit of the 19th CPC National Congress, complying with the requirements of the Opinions of the CPC Central Committee and the State Council on Promoting High-Quality Development, and furthering the high-quality development of China's service sector, the National Development and Reform Commission and the State Administration for Market Regulation have developed the Guiding Opinions on the High-Quality Development of the Service Sector in a New Era. Based on large-sized service platforms, with big data and information technology as support, the deep integration of production, services, and consumption shall be promoted. The upgrading and development of service sector clustering areas in all regions shall be guided, service functions shall be enriched, and industry capacity shall be enhanced. The integrated development of ports, industries, and cities shall be advanced; and pilot programs of the comprehensive reform of the service sector shall be conducted in depth.
