| Announcement on Improving the Inspection and Supervision of Bonded Oil Entering China | | 关于优化进境保税油检验监管工作的公告 |
| For the purposes of implementing the Notice by the State Council of Effectively Replicating and Promoting the Fifth Group of Experiences in the Pilot Reform of the Pilot Free Trade Zones (Letter No. 38 [2019], the State Council), the General Administration of Customs decided to conduct nationwide replication and promotion of the “inspection and supervision system for bonded oil entering China” launched on a trial basis by the China (Zhejiang) Pilot Free Trade Zone. The relevant issues are hereby announced as follows: | | 为贯彻落实《国务院关于做好自由贸易试验区第五批改革试点经验复制推广工作的通知》（国函〔2019〕38号）要求，海关总署决定将中国（浙江）自由贸易试验区试点的“进境保税油检验监管制度”复制推广到全国，现将有关事项公告如下： |
I. Bonded oil stored in bonded warehouses in areas under special customs supervision (hereinafter referred to as the “special areas”) for re-export or oil directly supplied to international navigation ships shall be exempt from quality inspection but subject to account book management. Bonded oil stored in bonded warehouses in special areas for transfer to import shall be subject to quality inspection according to law.
