| To effectively promote the construction of natural gas storage facilities, further improve the work on guaranteeing the supply of natural gas, and maintain the smooth running of economy and society, the following opinions are hereby raised: | | 为切实推进储气设施建设，进一步做好天然气供应保障工作，维护经济社会平稳运行，特提出以下意见： |
| I. The sense of urgency in promoting the construction of natural gas storage facilities shall be enhanced. With the increase in the yield of domestic natural gas, the expansion in the import scale of natural gas, and the intensified efforts in the construction of pipe network facilities, China's natural gas industry has maintained a fast-growing trend. The utilization fields of natural gas are continuously expanding, which have extended to the aspects of urban gas, industrial fuel, power generation, and chemical engineering. Stable natural gas supply has become a major issue that concerns the national economy and people's livelihood. However, due to imbalance in the urban natural gas consumption, great increase in natural gas consumption for heating in winters in North China, and great gap between peak load and valley load of seasonal gas consumption in some cities, and in addition to the relatively backward construction of natural gas storage facilities at the present and the insufficiency in peak load adjustment capacity, the natural gas supply tensions in winters are happening occasionally. In order to ensure the safe and stable supply of natural gas, great importance must be attached to the construction of natural gas storage facilities, overall planning and coordination shall be strengthened, capital investments shall be increased, and efforts shall be concentrated to accelerate the promotion of relevant work. | | 一、增强推进储气设施建设的紧迫感。随着国内天然气产量增加、进口天然气规模扩大以及管网设施建设力度加大，我国天然气产业保持快速增长态势。天然气利用领域不断拓展，深入到城市燃气、工业燃料、发电、化工等各方面。稳定供气已成为关乎国计民生的重大问题。但是，由于城市燃气用气不均衡及北方地区冬季采暖用气大幅攀升，部分城市用气季节性峰谷差巨大，加之目前储气设施建设相对滞后，调峰能力不足，冬季供气紧张局面时有发生。为确保天然气安全稳定供应，必须高度重视储气设施建设，加强统筹协调，加大资金投入，集中力量加快推进相关工作。 |
II. The progress of projects under construction shall be accelerated. The relevant departments at various levels and the project undertakers shall enhance communication, make overall planning and coordination, form joint forces, and spare no effort in promoting the construction and development of gas storage facilities. The relevant departments at various levels shall intensify guarantee of essential elements, actively guarantee land use and bank loans, accelerate the land requisition, relocation arrangement, and land delivery, and ensure barrier-free construction. All construction undertakers of natural gas storage facilities shall strengthen administration, promote standardized construction, optimize construction organization and in the context of guaranteeing safety and quality, accelerate the progress of natural gas storage facilities under construction and ensure the construction completion and utilization of natural gas storage facilities on schedule.
．．．．．． | | 二、加快在建项目施工进度。各级有关部门、项目建设单位要加强沟通联系和统筹协调，形成工作合力，全力推进储气设施建设发展。各级有关部门要强化要素保障，积极落实用地、银行贷款等，加快征迁交地，确保无障碍施工。各储气设施建设单位要加强管理，推进标准化施工，优化施工组织，在确保安全、质量前提下，加快在建储气设施项目建设进度，确保按期建成投用。
